Complaint Review: 4th Judicial Court Elpasp

Penny Wagner has violated my rights and not setup a Judicial Review with Legislation or the Oversight comittee.  Why is the court clerk not scheduling a hearing?

Under rule 8 the following oral arguament is brought:
 
Due to the denial of due process and jurisdiction I hereby give notice for arraignment for the violation of this law:
 
Article I, Section 10 of the Constitution states: "No State shall pass any law impairing the obligation of contracts." The individual's right to contract is unlimited and no State may interfere with that right  I have not been able to get retained counsel to the court house at 470 S. Tejon st, Colorado Springs, CO 80901.  Please schedule an Arraignment hearing for a Judical review at the court house.  I have been deprived of counsel. my rights are in violation of U.S. constitution and Colorado Consitution.
