Complaint Review: A-1AmericanFlags.com Dale Shipman

I ordered a product (a leather vest) through A-1AmericanFlags.com, and the Paypal transaction posted on October 9th. I have documentation of this saved on my computer. When I inquired on October 25th about my order via email (all correspondence saved), Mr. "Dale Shipman" gave a personal excuse and also stated that there were legalities that were delaying production, and that I should receive my product in the "2-3 week of November." I obliged and then contacted again on November 22nd, and he responded, with no explanation this time, that there were again delays, and I should receive my order by Christmas. It is now mid-January, and I made a phone call to Mr. Shipman on Saturday, January 12th to see what the status of my order was. Mr. Shipman states that his manufacturer, based out of Pakistan, keeps getting their electricity cut off, there's a war, etc., etc. So I decided to cancel, and did so also in writing (by email) on the 13th of January, the next day. Mr. Shipman agreed to refund me soon thereafter (I finally got throught the phone line), but did not reply to me in any way afterwards, even though he also agreed to send me a statement in writing that I would be refunded by March, as agreed. By way of (((Redacted))), I've found a good number of others who have had the same misfortune with this con man. He has not bothered to reply to the BBB, or the Washington State Attorney General, with whom I also filed complaints.
