AAFES BX, PX, Ex-wife's charges catch up to Veterans 7 years later without written notice Internet

 I served in the Army and was medically discharged in 2007. I was divorced on September 29, 2006.

 I recieved notice from the Department of treasury on 7/23/2013 that $1,184.86 of my tax return had been withheld for AAFES collection, after doing research I was informed that on 8/29/2006 I was the military sponsor for a military star card and that the account had been transferred to NCO Finance.

 I was told, by phone that the debt was now at $6,953.16, and that they would be garnishing my paycheck as well. Neither organization served me with any type of paperwork or notification that this debt was in collection.

 Now as an 80% service connected disabled veteran who lives pay check to pay check gets this crap dumped on me it is frustrating, why did I recieve $5,000+ upon discharge? why did they clear me when clearly(if this debt was valid) I was not able to clear? and why didn't they accept this payment from my severance check when I was discharged?

 What type of legal action may I take against AAFES, and NCO for illegally taking money out of my tax return without notifying me? And what type of legal action am I entitled to take against my ex-wife?
