Promised to send materials to stuff envelopes at home and my start up fee would be refunded after the 1st 20 envelopes or I could request a refund

Was primised a kit to stuff envelopes at home. Had to send a start up fee, but was promised it would be refunded after the first 20 envelopes or I could request a refund at any time. I have contacted them several times to request a refund because I never received anything from them (at All)and they have not responded to my request or any e-mails I have sent them. I think their web site shuld be taken off the internet.
