I bought a condo at the Acqua Flamingos project 3 years ago. The condo was supposed to be completed by October 2007. The project still not completed. Only a hand-full of owners have received their units. Those that have received their units have found the units to be unfinished and of substantially lower quality than what was contracted. Here is what you really get:

Light fixtures None
Running water Not!
Gas Only on a good day!
40+ dipping pools None
40+ picnic areas None

In addition the developer, Eduardo Valencia Castellanos, and his attorney/cousin, Javier Valencia Camacho, continue to extort money from the owners without giving any type of accountability. If you don't pay you will never see your condo! he says. He requires every unit to pay $1,500 to $7,000 for outdoor furniture, depending on size of unit. This amounts to a total of almost $1,000,000 for outdoor furniture! He refuses show any type of inventory or receipts showing what he bought for a million dollars. He also requires owners to pay between $150 to $700 a month for homeowner association fees, based on size of condo. Again, no accountability.

He has required owners to pay thousands of dollars extra for things that where already included in the original contract such as stairs, balcony rails, balconies, bathrooms, etc.
