For the past ten years we have been paying for our water at this Mobile home park.

Recently the price of our water went from twenty dollars to one hundred and twenty seven dollars, when questioned they told me that this was a true reading from my water meter of which I don't have, i've searched my property and there is no meter.

I was told that a signal goes from my meter to a computer in their main office.

this is totally bogus, and other residents of this park have also received a whopping increase in their water bills with no acceptable explation.

These people need to be held accountable for this but legally I don't know what recourse to take. Please help me and my fellow residents.

I also live in an ARC communitie as well as my mother. I had the same issue come up just a few months ago, with the water going from and average 20bucks to around 100. I told them that had to be wrong because i had stayed at my mothers house for nearly the entire month and wasnt even using water in my house. I did see the difference on the monthly statement this month were they credited it back to me. I have alot of issues with the way ARC opperates and if anyone here in Texas would like to get on the wagon with me, i would really like to look further into what they do. There are alot of unfair housing issues going on, and i for one am tired of it.

I also live in an ARC property. They pulled the same stunt at my property in 2006 with the water charges. A lot of people griped, but none took action. But I did. What I did was contacted the Texas Dept. of Housing and Community Affairs and the Texas Commission on Environmental Quality (TCEQ) (because in Texas water is a public utility that is not regulated by the Public Utilities Commission. The TCEQ is actually the one that, when I reported ARC and their absurd water charges, opened an investigation.
About six months later, I got the money that ARC had overcharged me for a year (which amounted to well over $325). ARC had changed the way they were billing us for the water, which was illegal without the tenants consent which they knew they would never get. So they banked on the fact no one would know how to stop them.
When I saw your post, I felt for you since I know how it feels. I would urge you to contact your State Agencies in PA like I did in Texas. I did a little research on PA gov't, and you might have luck with HUD (Housing and Urban Development) which governs mobile homes as well as regular and rentals, etc. Also, you can contact your Attorney Generals Office. Most have an online form you can download for consumer complaint. If you need more info, let me know and I'll help in any way that I can. Good luck to you!
