I havent lived in VIRGINIA SINCE 2001 AND AM POSITIVE i DO NOT OWE ANY BILL FROM VERIZON VIRGINIA INC. aFNI INC. IS TRYING TO COLLECT A DEBT FOR $ 46.78 AND ITS NOT A BILL i OWE.i DONT WANT MY CREDIT RUINED BECAUSE OF THIS, WHAT CAN i DO?

I don't know the details of this "bill" which you got from Verizon, however if you are 100% sure you don't owe them a penny, and you can prove it (change of address/last bill paid/or whatever you can think of), or if they can't prove that you owe them, the collection agency is nothing but a shot in the dark, meaning all they can do is just harass you with constant phone calls or mail, other than that you don't need to deal with them at all.

To get them off your back send them an official letter stating you don't owe anything to Verizon, explain your position, give them your proof, and warn them you will seek legal action if they continue to harass you.

After that, just check your credit report once in a while, and if Verizon dares to place any crap on it that doesn't belong there, send the three credit bureaus your dispute with relative evidence, and they will remove any fake information.

I'm 99.9% sure that they won't mess with your credit, as I had a similar incident with AT&T, however you need to stand up for yourself and don't let these people scare you with their threats. If you're innocent, you'll win, no matter how big they are.
