Aliexpress protects shady seller, hold refund for over a month - alipay alibaba holds money, unhelpful customer service, protect scam sellers Internet

On 11/13/15 I purchased 4 ZTW Black Widow Motors with built-in ESCs for quadcopter for $27.99 each ($111.96 total).

On 11/21/15, I saw that the item was "no longer available" and sent the seller a message asking if I should cancel. No reply.

11/22 - Requested a cancel as "item not available".
Seller REJECTED cancel request said it was already shipped.
Then marked the order as shipped, and entered a FAKE tracking number.
Then the seller sends a message that there is a "logistics delay" and asked me to cancel with "other reason" (doesn't count against the seller - unavailable item does). Since it was marked shipped, that's not an option. I message seller that, and talked to AliExpress customer support. They say seller would have to cancel, or I can put in a dispute.

11/23 - Seller says to put in the dispute. (Seller could cancel per AliExpress rep but they don't). 
Disputes have to wait 10 days from shipping before they can be started.

12/3 - Put in dispute, and seller agrees.

12/9 - Seller wants me to change negative feedback to positive.  Really?!?!

That's the story with the seller, but my story doesn't end here... They tried to cheat the system, and made life difficult. BTW, the seller is still allowed on AliExpress even after AliExpress became away of their practices. 

Side story:  Seller Feedback says "10" 1-2 star reviews in the past 3 months. Actuality = 39. AliExpress rigs feedback in the sellers favor. For last 6 months:  1028 positive, 15 neutral, 40 negative.  So % positive would be pos / total. (1028 / (1028+15+40)) * 100 = 96.25%  According to AliExpress it's 98.2% 

The rest of the story is I'm still waiting on the refund. AliPay is the escrow side of AliExpress. They've had the money since 11/13. On 12/3 they "started the refund".  I've talked with AliPay customer representatives 4 times now. All 4!! have tried to blame the bank that "AliPay is trying to work with the bank to get the refund processed". Yeah, right.

Not sure if you read the last paragraph, but I have contacted support several times. It's always the same story. "They are working on it", and blame it on the bank. I have also been been told several times that I would hear back within 24 hours. That still hasn't happened.
