Complaint Review: Allen County Department Of Child Services

Child services took away 2 children(Quentin 8 and Brianna -3) from their mother(katie) on Aug. 23,2005. This is reportedly been the second time. The mother has been diagnosed with major depressive disorder, and has been recieving psychiatric treatment since she was an adolescent.

In the reports it is said that they were taken from the home because conditions were unsanitary. Home was infested w/fleas,dirty dishes stacked in sink which had been there for weeks,home smelled strongly of cat urine,2 yr. old Brianna was locked in bedroom regularly and 8 yr old Quentin was often in charge of her. Quentin often slept on hallway floor when Ms. --- friends were staying in his room.

Quentin was to recieve a growth hormone daily which he was not recieving-in fact the medicine that was in the home-was expired. Put in mind that this is just the stuff that they know about.

Before Katies daughter was born she had a 5 yr. old that was put up for adoption. Multiple guys were tested and she never did find out who the father was. She has been married twice and then divorced to both. In between that she has had multiple guys and girls go in and out of her and her childs lives.

Katie started recieving SCAN visits. Where it is reported that her former ex-husband would show up and play inappropriate music,show general lack of interest in children and flash around a pocket knife. During one visit, the SCAN worker had to leave with the children because he continued to flash the knife.He may also be at risk to re-offend sexually. While it was reported that Katie often defended or denied his unappropriate actions/behavior.Which have created concerns with the department.

Anyways. Quentins father(Norm) has been trying to see his son and hopefully get full custody. Norm and Katie have joint custody over their son, but he has not seen his son for awhile now because Katie has moved twice without his acknowledgement. The first time he did find her whereabouts, he asked to see his son and she said no-and that he might as well disown him. Then before he could see him, she moved again. then when he found her whereabouts again is when he found out that they were no longer in her care.

Norm contacted child services with regards to his son in May 2006 and met with the caseworker on May 31.Only to be told that the mother had lied and told the caseworker that he does drugs and use to beat her repeatedly. Which Norm has been on probation for 2 yrs. now for driving while suspended, and recieves drug tests periodicly.Never once did he fail one.He also told the department to drug test him, which they never did. Also even if he did beat her like he was said to have- where are the police reports? There are none, because it never happened.

At the meeting on May 31, the caseworker told Norm directly to his face that she would most likely be on Katies side because she has met her parents before.Without even giving him a chance or checking up on information.And also that Katie is more stable. When Norm has a stable job, a 3 bedromm house,a stable relationship of 8 yrs., and 2 other children that he takes good care of. .

Paperwork was recieved stating Katie has a court hearing Aug. 1, to get children put back into her care. In the paperwork-the caseworker proved that she would be on Katies side. Norm was to complete an assesment. Which he called several times to do ,and was told that they were trying to schedule him in. The paperwork says that he never contacted them. And it also says that Norm was always aware of Quentins whereabouts-but basicly failed to keep in contact with his son.

Norm is concernde about his son and all that he has been through with his mother. Why would child services give the children back to Katie? And why would they be against a father who can love and care for a child ,like they deserve?
