Complaint Review: Aqua America

I reported a water leak in Aqua America's water line on the edge of our property.  This is water that I pay for on my meter.  The technician (David) stated there is a "small" leak, but it is not categorized as an "Emergency" leak so he could not fix it and he had no idea when it would be fixed.  I spoke with our Home Owner's Association president, and he iterated that other residents on the same water line have complained about leaks, have reported the leaks to Aqua America, who have said the same thing and never repaired any of those leaks.  So I am wondering if we -- the residents on this water line -- are collectively losing hundreds of gallons of water per year that we are paying for?  Do we have the right to file a class action suit to reclaim all the money lost due to these "small" leaks?  Has anyone else filed complaints about leaks in their lines and received the same type of response about how they "small" leaks so they don't really matter and they are not sure when they will get to repairing them?  I would like to hear from you...cwinicole@yahoo.com.
