AT&T is my local telephone service provider. For last two months they have been billing me, may I add fradulently, for a dial-up connection that I never ordered and never used. Each time they billed me with under different service provider (Netzero, and then Integretel). Call to AT&T customer support does is not helpful at all. Even though, it is a problem in their bill they refuse to deal with it.

You say that at&t is billing you for dial up internet service...well you are partially correct. They are acting as a billing carrier (which they are required to do by law, to foster anti-competitive behavior), but they are not the people doing the billing. If you look at your bill section where the charges are listed it says that the billing is done on behalf of the other company and even gives a telephone number to call the other company about billing questions. The problem is not with at&t and you need to contact the companies billing you for these services. Look before you leap and accuse a company of fraudulent activities.
