ATT-SBC they broke the contract by not providing the service St. Joseph Michigan

I signed a contract with SBC for a year's internet service. After several months, I could not get on the net and called SBC. I was told, "It's not our problem." End of conversation. I had no choice but to turn to another server and was put on line immediately. ATT demanded that I pay the $99 early disconnect penalty fee even though the company broke the contract first by not providing the service. Did they expect me to pay the monthly fee for 2/3 of the year for nothing?
