Our iPhone 11  is STILL LOCKED.

We spent HOURS on the phone with AT&T over a two day period, ONE CALL WAS 4 HOURS long, mostly on hold; and we finally got a rep who said she understood and would get the phone unlocked for us.  We got an email from you saying this phone had been unlocked, but it is still locked.

"We've completed your request for the account number ending in 6870. For more help, go to http://www.att.com and choose Personal or Business. Or call us at 800.331.0500.

PLEASE DO NOT REPLY TO THIS MESSAGE"

WE DO NOT want to sit for more hours on the phone with AT&T and they don't give us the right to reply to the email they sent. They make it VERY DIFFICULT to get help; TERRIBLE Customer Service.

This phone has been fully paid for. The police helped us get it back from the former employee who took it.  It is in our possession again.

Original owner was on the phone with AT&T for HOURS over 2 days, gave them ALL the information they asked for, telling them the police had helped him retrieve the phone which had been stolen by a former employee.  The phone was fully paid for long ago.  AT&T STILL won't unlock this phone.  They even sent an email saying they had resolved our issue and closed the case, but they did NOT resolve the issue at all.

It is the most frustrating thing, and AT&T DOES NOT CARE.  That's why people leave them and refuse to come back to them.

…I can’t follow your post. It doesn’t seem like you even understand the difference between carrier locked and blacklisted, and I can’t tell which one you are talking about. Who is the original owner? Who reported it stolen? Who reported it recovered? Did anyone make an insurance claim on the phone?
