Water Company made a terrible mistake and refused for full refund

I bought a house at Prairieville, LA in May 2006.  On the very first month, I received TWO water bills from them. I called immediately for inquiry and was told that my house has TWO water meters. Since the water company is a credible public utility company, I believed in them and never casted a doubt in my mind.  Since then, I paid 2 water bills every month until May 2013 when I had a chance to chat with my neighbor who mentioned his land load has never paid the water bill.
When I filed a complaint to the water company afterward, they did not even acknowledge any wrong doing, but just promised to remove my neighbor’s water bill from my account.  Therefore, I filed a complaint to Public Service Commission (PSC). In mid-June, I was informed of the negotiation outcome that the water company agreed to refund me half of my over payment, and credit me the other half for use in offsetting my future water bill.  I agreed to the arrangement for the peace of mind sake.


Yet, today, when PSC staff came to my house for closing the case, the water company changed their term again to just refund me a quarter of my over payment, and credit me another quarter for use in offsetting my future water bill.  The reason replied is that I should bear some responsibility since I did not discover the error in time.


I really cannot accept this unreasonable arrangement.  It is not because of the financial reimbursement I will receive, but because of the high standard of fair and just that as American we are so proud of had been violated. It is really sad that the public utility company serves their people with no concern of the social moral value. I request that they adhere to their original arrangement.
