On March 10th the Holland America Lines Prinsendam docked at the Grand Turks and I proceeded on shore to telephone my family in the U.S. concerning my imminent arrival. Next to the shopping area on the pier was a telephone that accepted a credit card but had no markings concerning costs.

I inserted my credit card and attempted my first call. After three rings I replaced the phone on the hook as I had no interest in leaving a message. In the absence of instructions about multiple phone calls I inserted my credit card again and tried another U.S. number. No one answered so I hung up after three rings. I tried a third number with the same result; i.e., I made three separate attempts and in each case terminated the call after three rings. In no case did I have a completed connection.

Upon my return to the U.S. I found a credit card charge of $41.91 on my Visa account number 4521 8570 0005 2261. Suspecting fraud I immediately cancelled that account and challenged the charge. The Visa case number for the dispute is 070880001368801.

Since then I have tried unsuccessfully to receive a refund. When I telephoned them at (800) 576-5402 I was told that there was no record of a Visa account with that number--not surprising as I had canceled it. Therefore I was told that nothing could be done. I sent them a copy of my Visa bill showing the amount.

Three months later and still not even a reply.
