Complaint Review: BHGM

I received this email from who is suppose to be the H.R. Coordinator for Blue Housing Management (BHGM) stating that this is my Final Job Offer.  The body/content of the email says the following:

Bennie Clayborne,

It's us again (smile).  Dou you want to meet for the HR Coordinator position with us?  The young lady we brought in last week failed to obtain her HR certification in time.  If you get your HR Certification today, I can guarantee you our HR Coordinator job.  You're still the best candidate, which means I can also offer you a $3k signing bonus.
