Blacks Painting Spokane engages in providing artificially high estimates, also acting as an expert witness in construction claims cases filed thru L&I  against competitive contractors in the same field.   Even after Mitchell informed one local company that he would never do such a thing;  after he placed a  phone called in a  similar situation. And,  after Mitchell claimed the lady was continually hounding him for the high estimate - he actually followed thru with the scam:  acting as an expert witness in a civil mandatory mediation.  Mitchell   also testified that he would accept the artificially high bid, inspite of the fact that he had informed the competitor that the work looked perfect  before hand.    This is not good ethical  and furthermore his actions resulted in the competitor taking approx a $5,000  loss due to these  unscrupulous business practices.   The contractors involved in the matter had an unblemished track record at the time   and furthermore  it was known by Black's Painting that the matter had already been settled in court to the favor of Black's competitor.  BlacksPainting's  actions like these  have caused unfavorable damages in the community, and furthermore Black's Painting don't have  have a reputation of high quality or  workmanship.   This is very sleezy business practce.   Send Blacks a message:  request them to come out and give a bid, compare prises, ask around,  find out what kind of scumbags would turn on there own kind.   Maybe if the owners would get out there and work a job instead of playing the system,  they might knock a few 100 pounds off those jelly fat azz's
