They are parking automobiles in grasss in front and side of the dealership. Parking car next to a bus stop enclosure , driving car on public sidewalks. I've called the city code enforcement at least a half dozen times this past year , they say no violations has occurred and have closed the complaint. So I'm calling you guys to see maybe if you can get some answers for me I've called and left messages for supervisors I've got no return calls so maybe you guys can help me out thanks again

Sounds like your code enforcement department is lacking

There must be something wrong with your code enforcement department to allow a commercial business to get away with all that you describe in your post.

If I were in your shoes, I would take photos when the violations occur and videos of the offenders driving on the sidewalk. Then you may want to contact the city attorney with your evidence. I find it difficult to understand a city that would turn down the opportunity to fine a business for these types of practices (but I don't know your city at all). I also find it difficult to believe that the code enforcement officer wouldn't be able to find a violation in what you describe.

Get a grassroots campaign going in your area to clean up your city if there is no actual official violation. Get rid of the lax laws and put something in place that has some benefit to you and others that live in this city. You might be the catalyst that gets the city to clean up its commercial areas! Good luck :)
