Complaint Review: Brad Doenges and Kimberly Doenges Price Tower Arts Center Inc. Bartlesville Oklahoma

Brad Doenges who is actually William Bradley Doenges, has ripped off and defrauded everyone in the City of Bartlesville and every Frank Lloyd Wright fan around the world.  Brad Doenges is the chairman of the Price Tower Arts Center Inc. who despite all evidence he was dealing with grifters, ignored multiple lawsuits, a sham bogus criminal case, tens of thousands of ripped off investors, more than a dozen suicides from people who lost all their life savings, multiple dead whistleblowers, and Brad Doenges decided unilaterally to sign over the PRICE TOWER an iconic landmark and building on the National Historic Register to known grifter Cynthia Diane Blanchard also known as Cynthia Diane French of Bartlesville Oklahoma.

Brad Doenges is no stranger to lawsuits and unethical business practices.   Brad Doenges is a disgrace to his family and the City of Bartlesville Oklahoma.   I bought a 2021 Toyota Camry from Doenges on Saturday, June 26th, 2021 and traded in my 2020 Volkswagen Passat SE. I got a letter from Volkswagen last week, more than one month after the car was supposed to have been paid off, saying that I was behind on my monthly payment. I called Volkswagen Finance to inform them that the vehicle was supposed to have been paid off already because I had traded it in one month earlier. Volkswagen informed me that there was no pay-off information existing on the car. I tried to call Doenges but could not get hold of anyone. On Saturday, July 31st I went there to meet the sales guy who sold the car to me. He did not even as much as give me a time of day. He dismissively informed me that no one was in the office to help. When I asked if he could help me follow up, he ignored me. I've called the Finance mgr and left him messages but will not call me back

Brad Doenges wife is Kimberly (Kim) Doenges who has a long history of child abuse, including she was arrested, charged and convicted of child endangerment.   I attached the mug shot and proof of the charges against her for child endangerment.  These two have deliberately in order to have their own pockets lined defrauded everyone in Bartlesville Oklahoma of the communities cultural heritage.

Brad Doenges ignoring mutliple lawsuits and fraud alerts signed over the PRICE TOWER an iconic building in Bartlesville Oklahoma to CYNTHIA BLANCHARD via a New Mexico LLC called GREEN COPPER HOLDINGS LLC for just TEN DOLLARS.  The quit claim deed that is signed and notarized by Bard Doenges is attached to this complaint demonstrating clearly that Brad Doenges gave away a building the city of BARTLESVILLE OKLAHOMA accesses as being worth close to SEVEN MILLION DOLLARS $7,000,000 and which contains between THRITY and FORTY MILLION DOLLARS of museum artifacts and art work.  So for just TEN DOLLARS ($10.00) CYNTHIA BLANCHARD (aka Cynthia Diane French) is the owner of Price Tower built by Frank Lloyd Wright.   Cynthia Blanchard wrote a check for just ten dollars and received close to FIFTY MILLION DOLLARS $50,000,000.00 in assets for that $10!    Brad Doenges did this in order to defraud the IRS Internal Revenue Service, defraud the State of Oklahoma, the City of Bartlesville, the County of Washington Oklahoma all to his own personal benefit and the benefit of his car dealerships and his own financial gain.  Cynthia Blanchard claims she took on a debt that was guaranteed by Brad Doenges, Scott Amberler, John West and Mark Haskell; everyone sat on the board of directors with the exception of Scott Ambler who is the former DIRECTOR of the PRICE TOWER ARTS CENTER INC. non-profit, certainly not a arms length transaction.

Price Tower Executive Director Donna Keffer said the move was necessary to fill a large financial hole caused by the loss of its benefactors and lack of donations. 

”We have acquired a pretty insurmountable amount of debt, so we are in a position that we needed to do something and find a different alternative just to keep the building alive," Keffer said.

Keffer said the Copper Tree team has agreed to make improvements while preserving Price Tower’s history in the process. 

"The group is looking to come in and update the infrastructure, modernize the elevators, the HVAC system, the windows, update the hotel rooms and the restaurant and really keep this building alive and thriving for the future," Keffer said.

Keffer also said the deal will be finalized in the next few weeks, but would not disclose any of its specifics.

Interesting that Donna Keffer as executive director of Price Tower Arts Center Inc. (PTAC) is business PARTNERS of Scott Ambler the former executive director of PRICE TOWER himself.   Scott Ambler and Donna Keffer also "rent" office space in the PRICE TOWER.  No conflict of interest here?   This is certain IRS fraud and certain criminal violations of their fidicuary responsibilities.

When Scott Ambler of Ambler Architects was questioned about his involvment in the new entity taking Copper Tree or Copper Tree Management which Cynthia Blanchard also claims to own out of Delaware, although the Price Tower itself is now owned out of New Mexico via New Mexico LLC Green Copper Holdings.  Brad Doenges was aware of all the conflicts of interest.  No different than his scams he pulls when taking trade in for cars and then purposefully NOT paying off the cars and stealing peoples credit destroying peoples lives, Brad Doenges purposefully defrauded the community through the Price Tower Arts Center Inc. a non-profit he had fidicuary responsibility as well over all the artifacts of the museum.

Cynthia Blanchard graduated from nearby Bartlesville, Dewey High School BEFORE her future husband and former stepson Anthem Hayek Blanchard was even born!  Cynthia Blanchard founder and now claimed former president of Herasoft (Hera Software Development).   This company claimed to bring 50 employees to Bartlesville, received $1,000,000 from Dale Copeland the Mayor of Bartlesville for these fake non-existent jobs.  Then they bought the old county Court House, for the Million Dollars.  They claimed to have contracts with California state government, the US Department of Energy, the FBI, CIA, NSA, ODNI, DEA, and many other US Federal agencies, Cynthia Blanchard claimed Herasoft is the only company ever to be granted the right to use the Official Seal of the State of California in for profit advertising.  Cynthia Blanchard claimed Herasoft was in business with a "major sovereign", Blanchard claimed to have a partnership with the Country of Qatar, she claimed to have a partnership with the country of the Netherlands, actually Cynthia Blanchard as president of Herasoft claimed to be managing all the gold imports and exports to the Netherlands and for the European Central Bank.

The same article has DAVID WOOD acting in his official capacity as the president of the BDA (Bartlesville Development Authority), "The company is actively building relationships with government and private sector clients worldwide," said BDA President David Wood.   THE SAME ARTICLE STATES THE FOLLOWING REGARDING HERASOFT:   "In March of 2021 HeraSoft announced receipt of $5 million in Series A financing led by United Capital Management of Kansas, using the funding to scale the company, add to its sales and marketing and continue software development via its teams in Brazil, Europe, Grand Cayman, Kansas City, New York, Houston, Orlando, Oklahoma City and other locations."

UNITED CAPITAL MANAGEMENT OF KANSAS INC. is a supposed investment Registered Investment Adviser specializing in crypto currency and BITCOIN.  Its owner Chad Koehn of Salina Kansas was SUSPENDED and banned from being a stock broker after he committed fraud and untruful statements to the US Federal Government.  Chad Koehn and United Capital Management Inc. were involved in a Federal Lawsuit in Kansas against a whistleblower according to multiple news media reports.  That Federal Lawsuit demonstrates Chad Koehn was an accused pedophile!   Other ongoings of the Federal court case involving Chad Koehn and United Capital Management of Kansas involve Herasoft, Anthem Vault, Anthem Holdings and certainly CYNTHIA D. BLACHARD and Anthem Hayek Blanchard the young wife of Cynthia Blanchard.

Despite all these pieces of evidence and more, Brad Doenges eagerly with haste transferred the PRICE TOWER and apparently artifacts on loan by other organizations to Cynthia Blanchard's GREEN COPPER HOLDINGS LLC out of New Meixco for just TEN DOLLARS!  Donna Keffer Executive Director of PTAC and partners with Scott Ambler former Executive Director of the nonprofit PTAC who both rent in the PRICE TOWER cheerleadered on the transfer of PRICE TOWER to the out of state New Meixco LLC called Green Copper Holdings LLC controlled or owned by Cynthia Blanchard.

MANY of us here in Bartlesville Oklahoma have given donations over the decades to Price Tower Arts Center Inc. believing the money was going to a legitimate non-profit.   Obviously BRAD DOENGES of DOENGES FORD and TOYOTA has taken our money to have his own pockets lined.  I bet we will find out MARK HASKELL whose family members sold the homes and old court house to the Blanchard's herasoft BS company with fake employees and jobs, those employees like JOSHUA GARRISON who is Cynthia Blanchard's nephew were all paid by Anthem Vault Inc. according to lawsuits and news reports.   JOSHUA GUNTER is stated as related to Cynthia Blanchard according to multiple pages of a transcript under sworn oath by Cynthia Blanchard, who claimed JOSHUA GUNTER is not related by blood, not related by marriage but JOSHUA GUNTER is apparently the stepson of CYNTHIA BLANCHARD's cousin.   JOSHUA GUNTER, ANTHEM HAYEK BLANCHARD and CYNTHIA DIANE FRENCH all are apparently dual citizens with diplomatic passports to liberland according to court filings, in a sham criminal case, and multiple investigative news media reports.  ALL these facts were known by BRAD DOENGES prior to hastily giving Cynthia Blanchard's GREEN COPPER HOLDINGS LLC New Mexico LLC which is certainly out of state.  WHY?  Obviously Brad Doenges and his car dealerships were financially benefitting by giving away the PRICE TOWER and all its museum artifacts, artwork, furntiture and the building.   We have proof of Cynthia Blanchard's plan, because a man named CRAIG BRAND stated the plan issued and orchestrated by Cynthia Blanchard:

"I was brought in by [Cynthia] and informed by her that this was going to be a quick flip," Brand said. "The assets were going to be added up, that the art was going to be added up, that the building was going to be appraised, and then it was going to be flipped, and everybody would get their money back and a whole lot more."

So BRAD DOENGES certainly KNEW Cynthia Blanchard's plan to add up the furniture (who knows whats left), add up the artwork, have the building appraised and FLIP everything so that the partners could get rich.  Brad Doenges certainly knew the plan and is in on getting paid off.  IF Brad Doenges is the "board member" or one of the board members who has personally guaranteed a loan which Cynthia Blanchard claims she took over then no matter what money comes up with for this fiasco.  BRAD DOENGES MUST GO TO PRISON!  A board member cannot sign off on a quit claim deed OR vote for a tranfer from a non-profit to a for-profit if they financially benefit in anyway.  Actually I have contacted the IRS regarding this fiasco and the look back period is indefinite, though they qualitfied it by saying it is limited to 25 years.   So any board member participating in this scam has liability for at least 25 years!

MARK HASKELL is certainly legally and CRIMINALLY responsible for this fleecing of Bartlesville.  I found proof that some of the artifacts that Cynthia Blanchard has sold to a Houston based art dealer have already transferred ownership again!  Those artifacts were on LOAN to the Price Tower!  This means that BRAD DOENGES, MARK HASKELL, and CHARLIE DANIELS are personally criminally liable for this fraud and fraudulent misappropriation EVERY Person that has donated or toured the PRICE TOWER and therefore given a donation to do so or stayed in Price Tower is a stake holder that can demand criminal charges.

Certainly now 2 months later CYNTHIA BLANCHARD has not been charged, arrested and incarcertated awaiting trial as she should have been by now.  Therefore the only logical thing to do now is to peition to have these three directors of PRICE TOWER ARTS CENTER charged with crimes.  MARK HASKELL as treasurer, Charlie Daniels (might escape prosecution), BRADLEY DOENGES as Chairman who signed the quite claim deed MUST BE CHARGED at least in State Court here in Washington County but probably in Federal Court as well and I think there should be additional penalities.  Therefore I have stated and have 3,000 signature already to petition FORD MOTOR COMPANY to revoke the FORD DEALERSHIP of the DOENGES FAMILY AUTOS these people have horrible ethics and should not be allowed to represent FORD MOTOR COMPANY.

Cythia Blanchard should have been charged with fraudulent misapproriatioin as well as many other felonies.  District Attorney Wil Drake should have by now filed formal charges against Cynthia Blanchard.  Because DA Drake has refused to act as he should he MUST be voted out of office, if not a State Grand Jury should be conviened to remove Drake from office.  Since obviously Cynthia Blanchard will not be charged and convicted which would save our community immense further pain.   The next obvious person to be charged and incarcertated is BRAD DOENGES.

Brad and Kimberly Doenges have stolen from our community for years.  IT is about time Brad Doenges is brought up on charges and put in prison.
