My experience seems fairly typical of what I have read. I bought: Lego Indiana Jones Set 7622 "Race for The Stolen Treasure" x 1 from www.bricktrainshop.com for $22.44 (including packaging and postage) under the assumption I was purchasing a lego set.  I could not see anywhere on my order or on the website that I was ordering anything other than the selected lego set.  The email I received confirmed that I was purchasing a lego set as described above.  When my order arrived it turned out that this was an instruction manual for the set I thought I had ordered.  Having trawled the web I realized this is a common scam for this company and on another website I have read that when an attempt was made to get a refund there was no reply from the company.  I have decided to put it down to experience as the hassle and cost of returning the manual and trying to get my money back is worth less than my time.

On an earlier post I defended you because I could see that your web site labels the pages and items that are just manuals.  That's still true but it obviously is not clear enough.

I believe that if you are indeed an upright company, you will restructure your web site to make it much more clear that people are just ordering a manual instead of what they think they are ordering.

There have been quite a few of these complaints and I believe you should make it more clear.
