The police in Buena Park have a big ethics problem on their hands. It all stems from the "immunity" police officers receive when becoming a police officer. As well as the pledge to "serve and protect" officers are given near complete immunity from illegal activity themselves. So as a result, SOME cops abuse their power. When there are no consequences for unfairly assaulting tax paying civilians, cops often use abuse this power, as they face no real consequences for doing so. I once filed a complaint against two officers who unfairly assaulted me in the past, only to learn that the officers themselves can delete their own complaints.

To tell this story correctly, we have to start at the beginning. I belong to a rather small homeless community that consists of some people sleeping directly on the streets, and others who are lucky enough to have a vehicle they can use to get some rest before another hard day’s work. It is also important to note, that most of the people living in their cars in my area, are considered "the working homeless". You see, we work 1-2 jobs every day, all in the hopes of having somewhere to sleep at night so we don’t loose our source of incomes. The lot that is commonly slept in, and mostly tolerated by the Buena Park Police, is filled with all types of taxpayers from our community. There are at least 5 actors who sleep in the lot on a "seasonal" basis, because they are the scare actors that scare you in the scare zones, at Knott's Scary Farm. Others work very hard jobs delivering Amazon Packages. Make no mistake, more than half of those individuals seeking a place to rest and shower, are indeed the hard working people of Buena Park, you just might not realize it by driving by the mall briefly. The cops for the most part have been pretty forgiving of this situation, as some police must be intelligent enough to realize that we have no real place to go, even if we are asked to leave. So often times, you can ask the homeless people to leave the area, but you run into serious ethical dilemmas when you try to segregate the rich from the poor, and who would even want to do that? The police have great interest in harassing homeless people just for being down on our luck at the moment. In fact, if the police succeed in removing people from peacefully trying to better their lives, I'm afraid that the opposite might happen. How can I maintain my job if I spend every night, driving around with gas I don’t have, being shewed away from lot to lot, town to town, state to state? By just shewing the homeless away from their "homes" the police don’t realize how they are exacerbating the already growing problem, and it might actually lead to MORE homeless people entering the area. I do my best to be the local "Godfather" of this particular lot. I look out for the many homeless people who live there, in fact, I tell every homeless person I meet that "because you are homeless we are AUTOMATICLY in an alliance, and we are AUTOMATICLY friends!" 

One day I was minding my own business, sitting in my car, listening to some music, parked underneath my favorite shady tree. Make no mistake, I am a customer to the Buena Park mall, and so are most of the homeless people living around the area. We shop at the Dollar Tree and Walmart for affordable food to eat and water to drink. We shop at the local Planet Fitness, because we need hot showers before going to work, and afterwards as well! We eat at the local Carl's Jr, as they have great deals on food to eat, as well as a pretty well-kept bathroom that anyone is free to use. We shop at Kohl’s' and sometimes fill up our water bottles using their water bottle fountain that they provide to their customers. We even get our nails done by the GEORGOUS nails technicians at “Lux Nails”. I know I do!  So all in all, the Buena Park Mall can be a resource for those who are in a dire situation, and have nowhere to go!

I am a local artist who has been living at the Buena Park mall for nearly the past 2 years. I am working on an art project called "The ArtMobile", which has gained serious attention from the local visitors of the mall. One day I woke up and had to cover the exterior of my car with small mirrors much like a 'disco ball'. Take my word for it, it's the talk of the town, and gets lots of attention.

On this particular day I was minding my own business, working on my masterpiece when a 'tattered-clothed' individual came up to me. His hair was cut oddly. He had no belt. Barely had shoes on. He come up and instantly started asking personal information about myself. I was pretty open and honest with him because I was unaware that he was undercover at this time. He asked if I had any illegal drugs, and drugs I could sell him. I more or less explained to him "while I do sometimes consume drugs, I refuse to sell them to ANYONE. Even my friends. I'm not interested in breaking the law, and the world doesn't need another drug dealer." I explained that drugs have evolved past the need to buy them from sketchy drug dealers on the streets which bring danger along with whatever they are selling. 

After this exchange, he stated he hadn't "showered in a week", even though he did not smell, and looked cleaner than myself. Instead of trusting my gut at this point, I gave him an entire week's worth of my “Dude Shower Wipes" These are rather expensive wipes that I use to clean myself daily. I gave him an entire week's worth of my personal wipes, and told him to take care of himself. He gave me a hug, and still at this point I was unaware he was undercover. 

Then he points to my drink container, which to be honest, was a nonalcoholic beverage container, filled with alcohol. I was not driving a vehicle when consuming the beverage, and I was discreetly drinking it from a Non-Alcoholic container, as to avoid breaking the law. Believe it or not, I actually hold the law in high regard, and do not regularly break the law whenever possible. This gentleman, who couldn't remember his name, and was bobbing his head around as if he were a "tweaker", asked me if he could have my drink. I explained that it was mine, but I had no problem pouring him a glass of wine into a PowerAde bottle and gave it to him. He said something that gave his cover away, as well as all of his future coworkers. He said "I can't drink this! I'm on the clock! I'm on the job!" Quite a peculiar thing for a wannbe tweaker pretending to be homeless to be saying. At this point his cover was completely blown, but I played along and let him walk away thinking he had fooled me.

After thinking about what had happened, I was later FURIOUS to find out that the Buena Park Police department, had NO PROBLEM draining the resources of the homeless people on the streets. It's hard enough for us to survive as it is without the cops taking are valuable resources from us.

Then later that day a female security guard came by to ask me some personal questions about myself. She was acting very erratically and being very rude at times. She was very belligerent in her conversations. She would a dozen times in a row insist I was an "Uber driver" even after repeatedly telling her I was not. I think this was her tactic of getting information out of people. She went on to point at my faux "kitties" sitting on my dashboard. Instead of referring to them as "kitties" she instead said "I love your chickens!" 

At this point I had to have a heart to heart with her and I told her, "I'm a professional actor, and I DO NOT believe you are this unintelligent. You are clearly doing a "shtick", and after I said these words, she got a look of fear in her eyes and ran away.

After this exchange it was clear that I was being harassed by undercover cops. I had to illegal items to 'discover' in my car. I also don't break the law. I don’t even speed when nobody is looking! "Why Am I being harassed for just enjoying the mall like everybody else", I thought. I eventually started to get wise and ask her everyday "Are you a cop? Do you work for the Buena Park Police Department”? To my surprise, she refused to answer the question directly every day. She couldn't say "yes, I'm a cop" because that would blow her cover. She can't say "NO" because she could be disciplined at work and could possibly lose her job. So every day, she did the best she could and pointed to her "Allied Security" uniform and would say "I'm a security guard!" I would ask other follow up questions which she could never answer. I would ask "if you are a security guard, why do you enjoy harassing homeless people just for existing, and harassing people for just hanging out at the mall? This is what the mall is FOR!" She could never give me an intelligent answer. I would ask "If you are a security guard, how come you take so much PLEASURE in harassing people? The other "allied security guards" are polite people, who don't want to lose their jobs by harassing the tax payers of the city. I can't help but notice you’re not actually 'securing' the lot, and doing the job duties that other security guards do around here." Again, no real intelligent answers.

This particular woman would continue to harass me for weeks on end, and eventually I had a breaking point. I told her, “If you continue to harass me and the other homeless people who live here, I'm going to expose you, and what you are doing, as well as embarrass the living hell out of you in front of this entire parking lot." She was warned, but had no idea what I was capable of. Still she couldn't resist harassing me for obeying all laws, so I took things to the next level.

The next day I created a radio station on the radio to expose these cops lurking in the shadows. I did my homework and looked up the local laws, as again I am very respectful of the law. I learned that I could indeed broadcast the signal at a minimal length in the parking lot, so I created 107.7 FM Underground Radio. It still broadcasts very rarely as money is needed to fund this continuing project of mine. I actually have BIG plans for this radio station in the next couple months J

Later that day the female security guard came back, and I said "I have a song to play for you!" Instantly I played the theme song to "cops" which is called "Bad Boys" by "Inner Circle". Playing this song was my symbolic way of calling the cops "worthless racists". Then I grabbed my microphone, which was broadcasting directly to the FM radio, started honking my car horn, and announcing to the entire parking lot "Attention Mall Shoppers! We have an undercover cop from the Buena Park Police Department in our lot! Please go up to this woman and ask her if she works for the Buena Park Police Department!" It was so loud that the entire parking lot stopped to watch the commotion. The undercover cop at that point got the 'fear' in her eye again, just as a cute Asian woman walked up, and asked her "are you an undercover cop who works for the Buena Park Police Department". She obvious was exposed as she instantly started heading to cross the street, and left the parking lot! I shouted as she left "you have no right to harass the tax paying citizen of this town! you have no right harassing homeless people for not owning homes! You have no right harassing people who ARE NOT BREAKING THE LAW! This is OUR Mall and DON’T YOU FORGET IT!!"

On the radio, I played music request from people on the street as well as phony radio “ads” for the Buena Park Police Department. One of those radio ads read, “Did you get bad grades in school? Did you enjoy bullying others in High School? Well we have the PERFECT job for YOU! Come on down to the Buena Park Police Department and fill out an application! You too can make upwards to 100k a year assaulting innocent people without consequences. You can’t get a speeding ticket as a cop either! Head on down to your local police department, and you too can start harassing people for hanging out at the mall, or for not owning a home!” At one point I even had my mom prank call the radio station where she stated the music was “too loud” and to “turn it down”. We were both in on the joke J

This worked for a few days, but eventually the undercover officer came back, as it was her job to return after all. Finally, after being bothered again and again, I was forced to take things to a whole new level. Just yesterday she came up to my window, glaring at me with a smirk. You can tell she is a cop by the simple fact that she enjoys harassing people. It must be the perk of making as much money as she does. I let her walk away behind the Planet fitness and acted like I was ignoring her. When she disappeared, I followed her. I stood next to planet fitness and stalked her. When she would turn a corner, so would I. I eventually followed her all the way behind "Michaels" where she was staring at some trash at the ground. I grabbed my phone and took the very photos posted to this report. She was obviously caught off guard, and again got the 'fear' in her eye. When I started to take photos of her, she said "don't do that!" To which I replied, "what? you don’t like being followed around and harassed unnecessarily? Because EITHER DO I!" This is where the story gets really hilarious, if you had any doubt in your mind reading this article that she might have actually been a security guard. She needed something to hide her face, so she pulled out her phone and started taking photos of me. I told her, 'take as many photos as you like. Unlike you, I have NOTHING TO HIDE'. She then became really nervous and said "I’m going to call my boss!" As soon as she said that, I noticed on her phone was written in slightly faded sharpie marker "Buena Park Police". You can see for yourself in the provided photos if you look closely. I explained to her that, "It's obviously you are a cop now, and I am breaking NO laws by filming you in public. You have a phone labeled "Buena Park Police". If you need to call the cops I welcome this notion as I am breaking no laws, and furthermore I plan on creating multiple websites with the awful things you are doing to this community!"

 

In conclusion, I think the city of Buena park could easily think of a peaceful 'win-win' solution that could solve their homeless crisis. Harassing people, draining them of their resources, instead of providing them with resources is a BIG mistake on the city's part. If the city wanted to, they could open up a small parking lot and call it a "safe parking lot" for distressed people to live in. We could report our license plates to the city, and register to park. This would eliminate the need for people to live at the mall. We could easily install a porta-potty, post clearly legible rules to the lot, and actually make a difference. We could create jobs from this opportunity or at least volunteering positions. We could hire police officers or security guards to maintain the legal aspects of the lot. We could open up an abandoned hotel to homeless people, and pay the owner for letting people use his otherwise unstable property.  We could EASILY be directing homeless people to the resources that are currently available, like shelter services, food services, and job placement services. In fact, I plan on raising these issues up directly to city hall in the future. 

Where did we lose our perspective of ‘serving and protecting?' When did it become more enjoyable to harass law abiding homeless people, instead of SERVING THEM with valuable resources. If the police of Buena Park can’t wake up, and smell the very expensive coffee they get to drink every day, then I am going to devote the REST of my life to exposing these corrupt public servants. They make $80k-$110k a year by doing very little for the people who depend on their services. Make no mistake, I am not trying to Generalize and lump ALL police officers into one category as “corrupt”. I have spoken with many Buena Park Police officers who do a very GOOD job and serving and protecting this community. So please do not take this complaint as a blanket “one size fits all” as a description of the police. With all jobs related to authority, you are EVENTUALLY going to find corruption if you look hard enough.

Let this report serve as your notice, Buena Park Police. If you are going to mistreat the people you are being paid so handsomely to serve, then I am going to provide my own SERVICE to the poor people who are just looking to get ahead in life, and possibly dream of a day where we don’t HAVE to live at the mall. I am the “Batman” of the Buena Park Mall. I was created out of the sheer incompetence of the Police force in Buena Park California.
