Butte County - Titled the wickedest city in the west during the gold rush. Has not changed, but years of practice and fine tuning has the taught this county how to reap the benefits of corupt power with amnesty.
With over 100 brothels and bars during the gold rush Oroville was the place to party. Still the county seat, the partying has shifted to Chico. Chico State, revered as the most partying university in America.
The roots of my family tree are deeply imbedded in Butte County. From Grandparents to grandkids,aunts,uncles and cousins, inlaws and a few outlaws. Everyone has seen or heard of the activies of the "city fathers". Little brother ripping off big brother.
When Uncle Sam decided to try and recoup some of the Millions spent everymonth on welfare. The groans were heard from down town. The main source of income was in jepordy. Repay, they said. We like our people relying on that money. We have worked hard to keep opportunity at whim. We don't need nun them folk with knowledge movin in and changin s**t. Hell, thats why we keep them college kids drunk.
With the power of knowledge and intellegence the path is cleared and direction set by the motivating factor. The ability to transform adversity into opportunity becomes a reality.
And so it happens. The original widely abused system that was suppose to be a stepping stone for less fortunate was failing, "susposedly". The way to get majority support (whether intended or not) is to aide the less fortunate help those who need it, a boost. Theres nothing wrong with that, if ?% out of %? can benefit enough to become and remain productive members of society the program is working.
Well, the only ones left to help are our future. The children. The people are abusing the welfare system. We'll recoup funds paid out by going after the parent that doesn't recieve the welfare, "not nessasarily the one without children" as long as their not recieving benefits.
The system evolves and grows. Butte County officials long time office holders. Vast knowledge of how big brother works. Intelligent a keen eye for opportunity. The new system is as others designed with numbers as a way to monitor. So work your system within the system keep the numbers right and most important keep them clear of obvious ambiguities or pointing at the wrong person incase of termoil.
Butte County is collecting support from one and paying support on paper for others. Wierd? No they have to show that they are collecting. In order to recieve more money from big brother. Sacrifice $100 here to pick up $125 there. Not much unless you look at it with more 0's 10,000,000= 12,000,000.
Thats one part of a case the other is not filing satisfaction of judgements when satisfied. This lends to the opportunity to collect money from individuals in the future + interest. Bonus is when an arrearage is created. Yes, created with little recourse ability by the individual.
This very basic outline of what is happening is reality. From the only county to file for bankruptcy. Coruption the abuse of position or power at the cost of those your serving. Is the lowest form of mankind.
Corupt systems work for those in the system although ran by individuals. Rarely end in anyone get charged or convicted of wrong doing after they're broken up.
It benefits our children like Butte Counties pharmaceutical industry it's so famous for. Hmm that's a no brainer. $$

You must be one of the relatives of the DA or the man himself. Possibly could one of the DA employees with their lemming type personalities when it comes to issues dealing with child support.
The officials who make the rules here in Butte County and the collections department are complete ripoff artists. Here is my story. I recently had my drivers license suspended for a failure to pay a small traffic infraction ticket. My truck wouldn't pass smog so I couldn't obtain the sticker for my license plate. My registration was paid for, I had insurance at the time, but my truck couldn't pass smog. Not trying to cry about it, but it was very minor. So I decided to drive anyway because I had to to get to work, and got a fix-it ticket. I couldn't afford to pay at the time to have the repairs done to my vehicle. I'M SORRY.
What does the beautiful County of Butte do? Suspend my license. So, when I found out my license was suspended, I went to the Butte County collections department to set up a payment plan. I found out that my small fix-it ticket fine had grown to the same amount people pay for a DUI. Somehow it seems very reasonable to everyone who works in that office that a $300 ticket can turn into $2,500 at the snap of a finger like that. Anyway, I ask what can I do? They told me that I can make monthly payments of $175 a month with $500 down and that is the least they can do to release my license. Holy Crap!
Oh, and get this! On top of that, if I am one day late on my payment, let me repeat this ONE DAY late on my payment, my drivers license will be suspended automatically and $900 will be added to my balance! What!? Well, what do I do. I had to fork it up to drive legally right? Well, a couple months later, I couldn't make the payment, and what do you know. My license was suspended and all the money I paid in the previous months basically was for nothing because they added $900 to the balance!
How about child support? Well I have a daughter that I split physical and legal custody with my ex with. We share 50% of the time with our daughter. My ex decided to get aide from the county. Who do they come after? Dad of course. But here's the funny thing about it. When a mother or individual applies for benefits like welfare or EBT, the county won't search for the other parent at the time of the application to make a decision on approval for benefits. Instead they grant that person benefits and then they bring the other parent to court and lock them in the system by demanding child support payments. Why?!!
It isn't fair to working people like myself who have to keep paying more and more into the system. Isn't my tax money enough. I raise my daughter and split the cost of raising her. The people who work at the Child Support office are so d**n rude also. Every time I go in there to make a payment or take care of responsibility, they treat me like crap. I shouldn't have to pay Butte County another dime. They have a hand to put in each one of my pockets and still have another to shove right up my a*s! It makes me want to quit my job and become a bum so I can suck off the government tit like everyone else for a while. It's the only way that I'll ever get rewarded for my contributions. The more I think about it, I'm the idiot here! I should just quit my job tomorrow and go hop on welfare and join the barefoot stampede at WAL-MART every month on the first.
Way to go Butte County! Way to go! Doing good things for the people here aren't you?

Yes I have many relatives in Oroville. And yes it's a Child support issue. After my Daughter was born I went to the DA's office to set up payment arrangements and visitation. I was not placed on the birth certificate of my daughter. The DA told me that because of that I had no legal right for visits nor obligation for support, so they were no help. I then filed for paternity Im-pro-per "self representation". After a year and a half of court hearings. I won paternity along with a child support arrearge. When I objected to it, explanation of what I was told. Still, Commishiner Gunn, looked at me and said well your responsible now.
Shortly after that My daughter and girlfriend moved with me. 5 years later with that on my credit, I paid it off. Now they wont satisfy the judgement,"It's against office policy". "And against the law not to satisfy it"
I was born in Oroville so were my parents and cousins and uncles and aunts. Mike Ramsey the DA for how long now. His Dad Chet former Game Warden used to take his out of town buddies hunting, season or not mostly not. My parents lived real close to them.
Back to the issue. I tried several times to get relief. As our daughter is living with us. And It could of been curtailed to begin with as I went to them and I filed telling then I'm DAD. But It's a money thing and it's not for the childrens benefit.
I now have a 16 hour round trip going to court to get them to satisfy the judgement that the law says they must do. Can I afford this? NO. I work for a living and not for the county. because if your there your either being supported or working for the county, odds are.
Oh and they were able to double their money on issue. We just want them out of our lives. But we're part of the food chain there.
Oroville is a beatiful area and there are more good than bad people there. It's just that the Bad is in control so the good suffers. It needs fresh leadership from out of the area to help plug the vortex. I would never dream of limiting mine or any childs future by raising them there.
A casino is just what was needed and better yet is two casinos. The upside is atleast an industry broke in. the last industry change was the mills closing over 20 years ago.

AS YOU SAY YOU DO IN OROVILLE. I DONT THINK IT IS RIGHT OF YOU TO BE SO DOWN ON OROVILLE. EVERY CITY HAS ITS BAD AND ITS GOOD AND OROVILLE IS NO DIFFERENT. WE HAVE OR WELFARE SCUM JUST LIKE EVERYBODY ELSE. WE WOULD ALL LIKE FOR THE WORLD TO BE A BETTER PLACE, BUT CRITISIZING OROVILLE FOR THEIR WELFARE PARTICIPANTS IS KINDA GOOFY DONT YOU THINK?
