I had no choice but to pay for a smog inspection $40 and 2014 registration $92, which was due on 03/15/2014... two weeks prior to moving by car from California.

I found it shocking and a bit absurd that those fees are not pro-rated. I'd even accept a small additional handling fee going to the state.

They instead take all of it. No refunds.

I had little choice but to pay the registration, simply because I needed to keep my vehicle road legal.

I needed to do so because I would be driving through eight states to get to my new residence... so zero options.

Without a partial refund, I yesterday, had to pay an additional $192 which is the total amount to register...including license plate cost in the new state.

Now I can see why some people resort to crime. 

Had I driven unregistered, I'd be breaking the law...instead the state ripped me off.

Really! I'm a whiner simply because I tried to do the right thing and got screwed for doing so?

Why is it okay for me to get shafted?

This is the UNITED States of America. I'm not going from one country to another. 

Why should I have to pay for my 'privilege' of driving TWICE in one year? Did you pay twice for your privilege of driving this year? Let me guess....

Every year I pay a registration and insurance to run my vehicle. I do it because it's required and it's the law. I have no issue with that.

This is not whining in the least. It's about fairness...something you obviously know nothing about.

Sorry if my move as a result of 'life' getting in the way offends you as well.

First of all ADM399 does not apply in my case.

I've already researched that form and it's only option is for total loss or non-repairable vehicle.

I'm sorry if my life getting in the way offends you.

In your opinion, is it okay for me to get ripped off just for trying to do the right thing?

Is it okay for me to pay two complete registrations, simply because I had to move?

How exactly is that a fair practice?

Enlighten me....

 Okay first of all I seriously doubt you will find a single state that will "Prorate" registration fees in advance.   Next, registration is just one of those things that you need to pay.  If this was such a big issue then in all honesty you should have changed your move date to a couple weeks earlier to avoid the fees.

Second, had you taken the time of doing a bit of searching rather than writing this (non)RipOff Report you would have realized one thing.  California provides the ability to REFUND paid registration fees in your case.  You need to fill out and send in Form ADM 399 (Application for Refund).

Now you won't get the Smog Check fees back, but you should be entitled to at least a portion of the fees you paid. 

Oh and one other thing...Intersting how you complain about the State of CA yet your registration fees for your new State were more than double that of California's.

 Whine a little harder why dont you over the PRIVILAGE of driving a motorized vehicle. BOOHOO!!! You had to pay for registration before moving. Big deal. Thats JUST THE WAY IT GOES!!! Its a matter of timing on YOUR part. YOU could have waited to move. YOU could have gotten a ten day moving permit. There were MANY things YOU could have done. But in this instance YOU had to pay for registration. Build a bridge and get over it. I mean really, quit your whining. Its NOT like the state had ANY part in your moving. Its not like the state has ANY machivellian motives. It IS what it IS. YOUR registration expired. Just a part of life. One would THINK that YOU as an adult would understand that LIFE happens and sometimes LIFE doesnt work on the time table YOU would like. You only show YOUR ignorance by making a post on a site dedicated to ripoffs.
