Capital One rip-off, haven't followed through with settlement offer, keep stalling Richmond Virginia

After my account went to collections, I was offered a settlement offer between Viking Collections and Capital One. The offer was that if I paid a certain amount, then they would settle and also give me a new credit card.
Capital One even sent me a letter stating this and some of the terms involved.

Ever since I made my last payment on February 2, 2005 I have heard nothing in regards to this offer. I have called Capital One several times to find out what is going on. Half of the time the person that answers my call says they have no idea what the new card offer even is. Occasionally when I'm able to reach someone who knows what I'm talking about they have told me, "Oh it just takes a long time, and that there is only 1 person that takes care of it and that she is really behind." Another representative has told me that "Oh, I don't know if you'll end up getting a card because there is some sort of legal thing going on with it right now, and so things are kind-of on hold."

I have talked with someone named Noel (800)258-9319 ext. 4757135. She has e-mailed this lady who is in charge of handling these new cards. So far she has had absolutely no response from her.

I just think it's really crappy of them to offer something like this in with the settlement if they aren't going to follow through with it, or at the very least let their customers know what is taking so long.

Gee, I wonder why they might be having legal problems with it? If they're not carefull, they're probably going to have a lot more, and a lot fewer customers.

This is just in response to the Richmond VA.
rip-off report ... Claiming shes having a hard time getting a new card from Capital one ?

Sounds to me , that the "collection" agency that
your account was given to , has promised false promises ? In which is totally legal for them to do .. anything to get the money!! NOT CAPITAL ONE ! Capital one is NOT offering you a thing ! They are through with you once they turn you over to collections ! So its not Capital One , its the collections agency thats offering all
the false offers. ( A new card ) Do you really think capital one would hand you another card ( line of credit ) I mean come - on , its apparent that the last line of credit they gave you is where now ?? In a collection agency ??
And you really think they're going to give you more ?? ??? Really think about that a moment ...

Just my opinion here in FL.

What they actually did is get you to start making payments by misleading you into thinking that after you paid a certain amount, you would get a new credit card. I don't know how old the previous debt to Capital One was, but I would guess that it was either out of the statute of limitations or close to it, and by promising you the sun, moon and stars, they tricked you into paying for the purposes of "re-affirming" the prior debt and starting the clock on the SOL again.
