My account was paid off December 24, 2012. On January 7, 2013 I called inquiring about when I might receive the title and pay-off letter. I was told the pay-off letter would be sent within the week by a customer "service" representative of NCI, who I assume is in India. I was told at that time the title would be sent directly from Capitol One in about 45 days.

I called back on Friday, January 11,2013 to inquire about the pay-off letter again and was told that I would not recieve it for about 15 days. I asked at that time to speak to someone in the USA and was told they have no one in the USA who can take calls. I was given a number to call someone at Capitol One to inquire about expediting the title being sent to me and when I called that number it took me back to NCI.

They confirmed the account is paid off, but insist they cannot send a letter for 15 days. I find it very suspicious that all of my calls and attempts to resolve this issue are going to the same people regardless of what phone number I use. I seriously doubt their legality!!
