Captital One Garnished Paycheck using the court without notifying Richmond Virginia

My girlfriend's paycheck has been garnished by Capital One and she had no idea this was going to happen until she opened her paycheck. She stays in Hampton now, but she use to stay in Yorktown, Va. She recently moved and never got the paperwork for her to show up in court. Get this, they also scheduled for to come to court in Richmond.

To my understanding, when this happens, the creditor is suppose to send the info to the court of the city that she stays in not somewhere she can't respond to. It seems to me Capital One is using the courts against it clients. She called them to make payment arrangements, but they told her it was too late and to call them in October to see if she still owed them. They are taking 25% of her paycheck and she is a single mom going thru a divorce. this was what she wanted to tell them, but they did not care to hear it.

Me, I have cancelled everthing I had with them because they kept raisng the finance charges. Is their anything she can do legally against Capital one.
