Carl Anderson, Jr. Scammer sold a 2002 Cadillac DeVille in poor condition to an unsuspecting customer! Belsano, Pennsylvania
I was duped by a smooth-talking, non-backing up his verbal guarantee, sorry, good for nothing, low life, wanna be sales person! Just by strictly going on his word alone he said he sells 'road worthy, excellent vehicles.' I purchased a 2002 Cadillac DeVille by a him (Carl J. Anderson) that was for sale on Craigslist. As you read the following, please remain unbiased to get a glimpse of what was done to me by a relentlessness con-artist. If I can make at least one person aware of his schemes and prevent them from experiencing the same, I will feel very grateful! I also have all original documents and emails!

11/14/09 - I offered the dealer $4,000 for the 2002 Cadillac DeVille as advertised on Craigslist.
11/14/09 - Carl responded: Spend the extra 900 and buy a nice car that is trouble free and needs nothing. That's what's nice about my cars are they don't need anything. Just buy them and ride; no take home and put money in them.
11/14/09 - I received a ssi determination and award for a brain aneurysm I had in 2008. When I went to the bank to withdraw the money, the teller tried to persuade me to use a cashier's check but I withdrew cash as instructed by Carl. He asked for cash. I met Carl at his home later that evening and purchased the vehicle. At the time of purchase, I used my 1989 Chrysler New Yorker as a trade-in for the sales tax of the transaction. That vehicle had 87,000 miles. I was given a verbal guarantee from Carl and his MOTHER that the vehicle would last for many years! He and his mother also swore on GOD and assured me the car was in perfect running condition.
11/15/09 - I realized Carl falsified the bill of sale. The following is was part of his scheme: #1. Carl stated the entire transaction was a trade-in of 2,000 (my New Yorker for his Cadillac) as if there wasn't a money transaction which is clearly false!!! #2. Discrepancies with the condition with the vehicle. Carl stated on the Craigslist ad the vehicle was in excellent condition but listed it as in 'poor condition' on the bill of sale! #3. Carl indicated the transaction was between James Garner and myself. #4. Carl forged the issuing agent's signature as Ken Albright. Ken nor James was there to witness this transaction. #5. A notary wasn't present!
11/16/09 - The check engine light came on because of the following: Two problem oxygen sensors and a code for the torque converter control solenoid.
11/21/09 - Rodents were found inside the vehicle. I also noticed Carl listed the New Yorker for sale on Craigslist for $1,500.
11/23/09 - While driving, I couldn't turn the vehicle. I opened the hood and realized there wasn't power steering fluid and that the hose had a leak.
11/24/09 - I took the vehicle to Keith's Exxon Service Station in Cranberry to be inspected; it failed. I received an estimate of $1,768.00 for parts and labor. The following is the work that needed to be performed: A new highline power steering line, motor mount, front struts, rear rotors, and left and right struts. All existing parts were rusty and corroded. I contacted Carl and he instructed me to bring the vehicle to his home the following Saturday at noon to receive an inspection for $50.
11/28/09 - My father and I took the vehicle to a local mechanic {TB Tire Sales} in Carl's area. The mechanic reiterated what my mechanic said and we left without the vehicle passing inspection. While at the mechanic's shop, a young man approached my dad and I and told us Carl sells junk vehicles and a lot of people are upset with him in their community. I then threatened to have a lawyer review my case. The following are Carl's exact words to my threat: I tried to be a helpful person to you and get your car inspected for $50 bucks, that apparently wasn't good enough for you soooo good luck with your lawyer friend. This sale was a private sale and is not I repeat not subject to any laws concerning warranty of any kind soooo I'm out. Do not contact me further or I will consider any contact as harassment and I will be contacting my sister that is a lawyer here in Ebensburg. The car was inspected when you bought it. If you bought a car and now are having buyer's remorse not my problem! All cars bought and sold between individuals are as/is where is, I tried to be nice but I'm done. Good luck and good bye do not contact me again for any reason!!!!!
11/28/09 - The stabilization light came on when I made a turn.
12/3/09 - I conducted a public search in Cambria County to check if there were other victims. And to my surprise, there were many judgments, fines and liens against him (The Long Barn, Blacklick Valley Municipal Authority, E-Z Painting, Suppes Motor Sales, Peak Advertising, Ron Clark, Steven Luka, Gary's Custom Painting, David Petrunak, myself and a slue of many others). including criminal violations, public drunkenness, resisting arrest and the list goes on....
1/5/10 - I started leaking antifreeze. Hartman's Bridgestone/Firestone replaced the blower motor and power steering hose. They also installed a new water pump at a price of $296.00 and performed a cooling system flush for $49.95.
1/25/10 - I filed a civil complaint in Cambria County via Civiltree against Carl Anderson, Jr. in the amount of $5,841.64. $1,658.45 estimate for parts and repairs. $1,500 sale price of the Chrysler, New Yorker. $249.00 filing fees and court costs. $528.33 for replacement of power steering hose, install blower motor and labor. $145.19 for the left and right rear rotors. $146.30 gas mileage rate at .55 to and from his home on Saturday November 28, 2009. $22.90 gas mileage rate at .55 a mile to and from his mechanic on Saturday November 28, 2009.
2/17/10 - Date of hearing. Unfortunately a default judgment went in favor of Carl J. Anderson because we were extremely late. As we drove from Pittsburgh to Cambria's courthouse we got lost!!!!
3/14/2010 - I discussed whether or not if it would be worth filing an appeal with my dad. After our discussion, we came to the conclusion that it wouldn't be beneficial. I mailed a letter to his attorney, Smorto, Persio, Web and McGill, Attn: Kevin Persio, Esq. at 129 South Center Street, Ebensburg, PA, informing them of my intent to not pursue civil damages. At the end of letter the following was my conclusion: This is by no means a threatening letter but one day Carl will meet and scam the wrong individual and he will get his just due and I surely hope you're there to protect him. But then again, you can't if he's six feet under.... It's not what a lawyer tells me I may do; but what humanity, reason, and justice tell me I ought to do!
*The sunroof and heated seats actually never worked. There were also 4 chips in the front window. The Carfax listed the vehicle as having two owners not one!
UPDATE: With God's will (and me being a single mother with active children in sports while recuperating from a brain aneurysm) the Cadillac held up and proved to be more than a reliable vehicle. Many problems arose including the engine started leaking, belt needed replacing and pretty soon the fuel pump was about to go but all & all it held up!! On March 1, 2013, I paid a visit to Napleton South Orlando Chrysler-Jeep-Dodge and finally traded the Cadillac in for a new vehicle! I wasn't expecting another car note but hey.... Thank you Napleton!!! Now, I don't have the heavy burden of a vehicle falling apart hanging over my shoulders any more! God is good!
What I've learned: #1. Thank God for the internet to conduct research and find consumer reviews! #2. Please purchase Dr. Phil's Life Code book for the 'real world'! It was published by his son's Jay's publishing company! In all seriousness, #3. Do not let ANYONE take advantage of your kind heart or your beliefs. #4. If you decide to purchase a vehicle 'off the streets' such as Craigslist, take the vehicle for an inspection by a reputable mechanic. Most charge $79.99 for a complete inspection of the vehicle. The $79.99 is definitely worth your piece of mind. #5. DO NOT take people's word for face value! There are tons of scam artists looking to drain you financially. Be apprehensive as if they were trying to take your first born (like these gas prices eh)!!! #6. Stay clear of Carl J. Anderson, his shady business practices and those like him that are lurking and praying on unsuspecting, naive people on the internet!!!! #7. Conduct your research to see if the individual or company is reputable but don't rely heavily on the bbb! Last but not least.... KARMA... Whatever you dish out (individual or company) you will receive your just due 10 folds over! See Attachments!

This document is Carl's reply to my initial email offering him $4,000 for the vehicle. Carl is shown in the email describing the condition of the Cadillac 2002 Deville in the email. The email and bill of sale is proof of Carl's 'deception'. His deception is shown in his advertisement, in his email and also shown on the BILL OF SALE when he selected 'poor' as the condition of the vehicle in section A box 6 of the BILL OF SALE!!! Carl KNEW the condition of the Cadillac prior to the sale!!!!
Carl clearly violated the Unfair and Deceptive Acts and Practices laws: These laws can often be used even if the used car is sold "as is," as long as the seller is guilty of a verbal deception or a failure to disclose information about the vehicle.

I didn't dispute your claim that he lied about the condition of the vehicle. I disputed your ability to prove that in court. That's why I wrote, "You had no chance of winning a civil judgment because you have no proof that the vehicle advertised as a 'cream puff' was the same vehicle you purchased... You test-drove the vehicle (or not?) so apparently you thought it was in fine working order at the time of purchase." The buyer must convince the judge that the seller intentionally deceived the buyer to reverse an AS-IS sale.
However, I was incorrect when I wrote, "the seller may have thought the vehicle had no problems at the time of sale" because he wrote 'poor condition' on the bill of sale. The four chips in the window should have been an indication that the vehicle was not a cream puff. You failed to check the heated seats and sunroof during the test-drive. The power steering leak and the rodents weren't observed during your initial inspection so the seller would have claimed that happened after the sale.
Offering the seller money for a car sight unseen is an indication that the potential buyer is weak and can be easily duped. Accepting a verbal guarantee verified that theory. Better observation and the use of common sense would have been an asset in the purchase.

I can definitely relate to your experience. He sold us a piece of junk back in 2006. We believed everything he said as well. Our vehicle was in extremely poor condition too yet he said all his vehicles are in excellent condition! It had a sticker but when we took it to get it inspected, it failed. We found out a lot of work was needed (and a lot of money) to get it to pass! But we didn't pursue him in court. We decided to let our credit card company handle our transaction!!! We performed a public record search on him too and he's been sued many times! Therefore, there were others in line before us awaiting compensation!!!
I totally agree with you about the BBB and having a reputable mechanic perform diagnostic work on the vehicle prior to purchase! The fee is usually under $100 bucks!
To anonymous #2.... she answered many questions in her report you questioned in your comment. Con-artists are out there in full bloom pulling many fraudulent ponzi schemes!! People just be careful!

And to answer your question referencing Ken Albright. The bill of sale was completely blank. So yes I was a witness to him completing the form and signing it. I also believe a notary must be present to witness the transaction. But once again, I didn't catch on therefore I wasn't aware of his scam! Like I said in my original report, he completed the report as if it was an even trade but it wasn't! I just wasn't paying attention so now I'm warning others.....that's all I can say.

Yes I test drove the car but I neglected to mention this was my first time car shopping and I was alone. The car ran smooth. A person can't be foolish if they were basically unaware of someone else's intentions or what to expect. As far as the New Yorker goes the whole sale was a scam which put the vehicle in his hands. I also don't know much about vehicles and didn't have anyone else to go with me to view it and basically help me out. As I wrote in my original report, the New Yorker was to be a trade-in for the remaining fees, taxes etc. and if Pennsylvania didn't receive their fair share it wasn't my doing. The only people that at the meeting was Carl, his mother and myself. That was it. My father, who isn't around much, realized the scam on the bill of sale. As stated in the report, I was naive and believed everything he said and believe me I have learned my lesson!
You honestly don't know if I would have lost in the civil lawsuit. I had and still have all documentation. In his original craigslist listing ad (as attached) he stated the vehicle was a creme puff. The seller knew very well the state of the vehicle because he selected 'poor' in the condition of the vehicle box on the bill of sale! Do you recall reading that? So YES he knew! AND I guess you didn't read #5. from my What I've learned list. #5 states: DO NOT take people's word for face value! I guess you missed that too huh!

It is unlikely (yet possible) that a vehicle with 90K miles is a cream puff. Offering $4K for a vehicle sight unseen was foolish. A verbal guarantee is worth the paper it's written on. You no longer owned the New Yorker so they had the right to advertise and sell it for whatever amount they chose. You failed to read the bill of sale at the time of purchase, which resulted in the state of Pennsylvania getting cheated out of the sales tax. Did you realize that?

Did you witness that signing or is it possible that Ken Albright's signature was on the document prior to your meeting with Carl?

You test-drove the vehicle (or not?) so apparently you thought it was in fine working order at the time of purchase.
I agree with your statement about the BBB. They sell their ratings, which is disgraceful
You made numerous avoidable errors and apparently did not learn that a verbal guarantee has no value because it isn't on your "What I've learned" list.

I can not speak about Mr Anderson except to say sounds like you got a bad car next time get the car inspected before you buy.
But what I want to say is that there is a lot of your personal information in the photos you posted. You have to be careful what you post. Always edit your pictures and remove any personal information before you post. You don't want to be a victim with identity theft.
