cash app stoled my money
I sent my husband one hundred dollars through cash app because his flight was canceled. He kept getting a message on his end saying that his card wasnt supported. I called cash app and spoke with a Mr. Smith he said that they only refund up to 200 hundred dollars that I must go to purchase a google card for another 100 dollars and call him back and they will refund me my 200 dollars. At this time I only had two dollars in the bank so I borrowed 100 dollars from my daughter got the google card and gave Mr. Smith the numbers on the back of the card. He told me that my 200 dollars would be refunded within 15 minutes. I've been calling and calling and I still have not got my refund. I bank with employees state credit union and they told me that the 100 dollars had fallen off therefore it wasnt processed. But Im still out of 100 dollars that I now owe to my daughter as well.

I am sorry to hear that you have to learn it the hard way. The operation of the scam may not be obvious for those who are desperately in need of help. The desperation and/or stress will blind them from their good judgment. As a result, they will comply and lose their money.
In this scam, there are a few things that don't make sense. First, there is a minimum limit of refunding for this kind of service. Refund is a refund, and there should never be a minimum limit. If there really is a minimum of refund, there should be a written statement and the person from the company should be able to point out to the document.
Second, the amount of minimum refund. This makes no sense that it has to be $200. If there ever be a minimum refund, it should be less than $50, but still, it shouldn't be any at all.
Third, the involvement of additional money via Google card. This is very obvious that it is a scam. The reason is that it is unrefunable money if the payment is via a third party. It is similar to you handling cash to someone and hope that the someone is going to do what you want. No chance.
Last, the time limiation doesn't make sense with the method of adding money. If the process requires short limited period of time, normally credit card process would be more appropriate. However, never use or give your credit card information via phone calls. It must be via a form of some sort that you can cancel or charge back if something goes wrong.
Anyway, yes it is scam and you should report it to Google. Sadly, you may not be refunded from the scam.
