Received a "Settlement" offer via snail mail of an outstanding bill for Sprint communications company LP. Total bill is $265. and offer is $132.73. I have never had any services from Sprint and had just checked my credit rating so knew this was a total scam.

Then called CBCS to find out about the supposed bill. They had no info on when I got the service, what the phone number was, or the address where I lived at the time. I told them I had never used Sprint in any way at all.

Then they asked if I had cosigned for anyone. NO Then they said I needed to clear it up and write them a letter with all info and saying it was not my bill. Instead I told them I knew it was a scam, that they were trolling for the unsuspecting, and that if it showed up on my credit report then they would have a lawsuit. I also told them I was recording the call for legal and quality purposes. They hung up.

Do you remember ever having a delinquent debt with a phone company? With all the merging and buying these days, it may be tough to remember.

If this indeed not your account, you need to file a police report. Then you must sign a fraud affidavit. I'm not sure if you have an attorney who could write one up. After filing your police report, request the company to send you a fraud affidavit for you to sign. Gage their response on this.
Usually fraud affidavits will make you sign your name three times, state you never had the account, and then you get it notarized.

When there is a police report plus a fraud affidavit, they don't have much of a leg to stand on.

Probably a debt owed to a company that was bought out by Sprint

The bill was likely originally owed to a company that was bought out by Sprint.

With all the mergers of phone companies over the past decade or so, the "big" ones are now trying to collect on old accounts receivable. If there actually is a debt, chances are that it is past the statute of limitations by this point, and past the reporting period allowed under the FCRA.

If they continue to hassle you, send them a cease and desist letter. Just google "cease and desist letter collection agency" and you'll find some good ones with instructions regarding the prodecural aspects.
