Complaint Review: James West At Central Valley Realty And Management

Central Valley Realty and Management, owned by James West, bounced the refund check for my security deposit ($1900.00). I was told by Ryan Rude, I assume some sort of accountant, that I would receive a new check in a week. The company then disappeared off the face of the earth. Phone lines are disconnected, emails are ignored, and James West is in no way able to be contacted. Everyone tells me that this is a case for small claims court, but it seems like basic theft to me. Besides, how can I take someone to court who cannot be found? This man needs to give me and everyone else he duped our money back, with interest, then he needs to spend a little quality time behind bars.
