Tried to cash my Payroll check at WalMart.  Was cashing payroll checks there previously.  All of a sudden the last 3 payroll checks I have tried to cash have all been declined.  Called Certegy and they stated it is there system that is declining check and nothing I can do about it.  It is because I have a history of cashing a check from the same company, therefore there analyzing system issues a decline.


Certegy is the major player in check cashing and any store in my area uses their system so I am screwed.  The only way to cash my payroll check now is to pay 2.75% to a check cashing store.

I have direct deposit.
I have a limit of $400 ATM withdrawal per day.
To pay rent I have to cash a check and get a money order, checks are not accepted.
Money orders are cheaper than cashiers checks.
I have gone to Wal-Mart consistently for the last year to cash a check and get a money order.
Today Certegy declined my check. Despite numerous attempts to call and talk to someone, the phone remains unanswered. The message says it is "transferring my call" and then disconnects. The website they refer you to comes up with an "internal server error".

It is not the consumers fault that Certegy is declining to cash payroll checks, government checks, etc. and it is inappropriate to think the consumer is not following the correct course of action they need to fulfill their financial obligations. It is not the consumer at fault. Certegy needs to change either their system of alerts, or they need to provide adequate staffing to maintain a "24 hours, 7 days a week" website, and of course staff their call line. Apparently they also need to staff their call line with people empowered to make changes or exceptions.

Of course people will have to cash checks from the same source multiple times per year. Many people use Wal-Mart to cash their payroll checks. Supposedly, that's why they provide the service. Certegy's assertion that cashing from the same source multiple times per year is a "red flag" is erroneous, false logic and makes absolutely no sense.

You could open an account and deposit your paycheck with no fee.

You could cash the check at a local branch of the bank it's drawn on, might be a fee.

You could open an account and ask your employer about direct deposit.
