Charles Allen of 206 NE 19th Avenue, Pompano Beach FL 33060

Public Record:  Began renting property in August of 2013 without filing a Business to Operate License required by the City of Pompano Beach and by the County of Broward.  Property is in serious health code violation; pest infestation in the foundation of the stucture as well as the entire property.

March 2014 Charles Allen rents a second unit without without filing a Business to Operate License required by the City of Pompano Beach and by the County of Broward.  Property is in serious health code violation; pest infestation in the foundation of the stucture as well as the entire property.

Febuary 2015 Charles Allen is issued a Stop order for being caught constructing and making major renovations without a building permit.

March 2015 Charles Allen is issued severe code violations; Structural, Electrical and Plumbing.  The property is Disapproved by the Pompano Beach Department of Code Enforcement.

April 2015 Charles Allen illegal rents a third apartment unit with full knowledge the unity was disapproved and declared uninhabitable by Code Enforcement officials.  Charles Allen still has no Business to Operate License and have illegally moved the tenant in on an open building permit and denies access of the property to Code Enforcement for final inspection with knowledge that the property is illegally rented, uninhabitable and with no BTR (Business License to operate.

June 2015 tenant files formal complaint with Pompano Beach Department of Code Enforcement, who, after inspecting the property, issue several code enforcement violations; pest infestation, poorly maintained property,  neglected property, unsafe property, unhealthy property, structural issues; windows, electrical wiring, plumbing, foundation.  To further endanger three tenant there are no fire alarms installed.  If there should be an electrical fire to to its substandard installation, there would be no warning to the tenants.

Charles Allen moves to evict the tenant who made the complaint because she had been fighting the severe pest infestation to no avail, as it was being denied and ignored by Charles Allen, property owner/slumlord for 14 months.

Auguest 2015, Pompano Beach Department of Code Enforcement takes action.  There is already a lein placed on the property due to lack of compliance and build up of attached fines and fee's.  Code Enforcement now in process of moving to evict THREE tenants due to negligence of slumlord Charles Allen.

Charles Allen denies these facts even though all reports are available to any citizen as a matter of public record.

I've been asked to verify this story by my neighbor.  For the record, I do so begrudgingly, as I am not real happy with people who play both sides of the fence (Janice), but I am even more unhappy about my experience with Charles Allen which is why I am here.

I have been in and around Broward for over 30 years.  I am quite familiar with many of the people Charles Allen is currently caught up with and made the unfortunate mistake of taking the advice of one of such people who recommended Mr. Allen to me.  I knew in the back of my mind it was probably not a good idea as there is a lot of shadiness, heavy drug dealings and long term drug use within that circle.   Against my better judgement, I went ahead and contacted Mr. Allen and rented the apartment.

At first I was very pleased with the apartment and Mr. Allen.  He seemed to be a very personable man with a very strong religious background but what I learned in no time was it was all just for show.  He will show up to the property with blood shot eyes, excessive amounts of energy, and overly social one day, but a day later he is exasperated, irritable and arguementative.  I won't make any public accusations but anyone who is familiar with this type of up and down behavior knows exactly where Mr. Allens priorities are.  Lets just say there's a reason Mr. Allen never has the money to make necessary reparations or to address all of the maintenance issues.  As a landlord, he is always present to collect rent but when it's time to maintain the property there's always an excuse as to why he can't care for his property, majority of times its because he claims to have no money, even though he just collected $2500 from his tenants... but also, his partners (I believe they are located in the Carolinas) dumped him because of his bad habits and practices.  They gave him the property and an additional $15,000 to wash their hands of him.   

Mr. Allen is very good at making the outside facade look pleasing, and the apartments themselves are cute but under the foundation, in the walls and what's going on above the ceilings is a completely different story.  His priorities are such that he will not hesitate to purchase expensive tile to put on top of a building that is not stucturally sound, safe or healthy.  He will do so knowingly.

Mr. Allen is NOT a nice person.  If you can't get the ant and roach issue addressed, if you get electrocuted while in the shower or cooking something in the kitchen, which is a very real possibility, don't talk to him about it because it will get ugly and very fast.  Just move out and deal with the legal issues after.   Charles Allen has an extensive public record, not just in the City of Pompano Beach but also with Broward County.  I strongly suggest before becoming involved with him, you go to City of Pompano Beach and check his current records with the Building Inspector, Utilities Department and Code Compliance.  You have to do this at 100 West Atlantic Blvd. Pompano Beach, FL 33060 because they don't have their records online, at least not as of this day. I also suggest you check his records within the brouward County Court Sytem.
