Pricacy Guard has been using our credit card to charge anual fee without any authorization. When Icalled they claimed they use a automated system to call us. Thisu proves that they knew out credit card information prior the call. This means Chase has been breaching client confidentiality in providing those information to privacyguard.

I now want to file an official complain for breach of confidentiality against Chase to the board regulating their license. Chase has provided my confidential information to third party privacyguard.  How do we file the complain and to who  ? What is the board regulating their license?

I'm not sure that they did breach your personal info. The rules of privacy info use kept changing for any banks/credit card companies. I have seen them sending out their privacy rules all the time. They do not share your credit card number, but they are allowed to share your name/address/phone number info. I cannot remember whether or not you can opt out. Therefore, the Privacy Guard does not know your credit card number but know that you have the credit card belongs to Chase. You should contact Chase and ask for privacy rules they have and how to opt out if you can.
