Complaint Review: Chase Credit Card

We have proven over and over for the past 7 months that an account from Chase Credit Card Visa was paid in full, paid off, closed.
We have called countless times and each time after a long explanation we are told that the account is indeed paid in full and closed at our request. We ask for a name to confirm the information, receive the name, write it down. Within a few weeks we receive again a late notice on the account. When we call and give the previous name there is no one working there by that name.
We have copied and mailed copies of the check, letters etc. pertaining to the account several times.
We have logged in to Chase online and e-mailed many times spending many many hours explaining all the pertaining information.
So many times we have been promised that this is now corrected and that the account will be shown as paid in full and closed at our request.
Now we receive from Chase a letter that our credit line has been reduced because of serious delinquency reported on our credit report.
Our credit report shows no late payments. We do not have any late payments reported by any of the three main credit reporting agencies.
At first I thought they were just incompetent. Now I wonder if this is intentional fraud.
