I live in a small working-class sub-division called Chastain Parc. The current Board President is a man named Anthony Paul Williams. It is important for me to voice and caution people regarding how they choice their Board Members and in particular this individual.

As soon as he became President he sent out notices to half of the community that their lawns were in violation of our restrictive covenants. In the previous 8 years we never had any problem in the community before. the letter was very personal to us. When we arrived at the meeting we were shocked to see 30-50 people besides us. Then Anthony Williams started to explain that no one was being fined he just wanted to put a scare in everyone to make sure they came. Then he explained every should go to scotts.com and read how to take care of their lawn to his liking. Keep in mind, people left work early to attend this meeting. Self-employed people lost time and money to attend this meeting.

What I think is Anthony Williams is just frustrated or something. You see, he never finished college. He has been working at various grocery stores and has an unstable work history and has been recently unemployed for about 2 years. He made his own website asking people to donate cash to his family. At 45 years old he is now employed in Harris Teeters Management Training Program.

In July 2010, my family paid our $150 HOA dues to Hawthorne Management Company. They either lost or misplaced our check. Easily understandable since they receive hundreds of letters per day. However, they changed our billing address unilaterally and mailed late notices to an address we never lived at. They filed an HOA Lien on our house and started the foreclosure process. We explained to Anthony Williams in a letter and mailed a new HOA dues check. We never heard back from Anthony so we just paid the lawyers bill of about $2000. We called Anthony's wives number from the phone book, Samantha Stiles. We heard Anthony in the background tell his wife to tell us we had the wrong phone number and Anthony does not live here. He lied to us. This is a man that is the Manager of the most respectable grocery store in the United States - Ruddick Corporation Harris Teeter. He lied to us instead of doing what the other 2 Board Members did. tell the truth.

We then sent a letter to Anthony requesting our unneeded $470 check back. Nothing. We called and emailed him requesting our check back. We sent a certified letter which was returned to us because he did not pick it up. We sent another letter. Still nothing. We called and nothing. We called again and finally after maybe 3 months he made his first statement and said he sent the check to Hawthorne Management and made his first inquiry to Hawthorne after 3 months and our countless requests to him. And he wants to manage a fine company like Harris Teeter. I am sorry Anthony Williams but I own many shares in then great company and you are not Harris Teeter material. Harris Teeter is the cleanest, friendliest, best prices and excellent customers service. You are a man that lies to people. Does not serve people. You ignored us. You are a tyrant as a Board Member. Four months after we gave him a $470 check he will not return it and out of some ten requests by us he responded only be email once.

Anthony somehow thinks he is doing the neighborhood a favor by such rapid and unnecessary liens and foreclosure. In our case we had no option but to pay a nearly $2000 legal bill or have our $200,000 house foreclosed, all for a $150 HOA due that we paid. In the few years Anthony Williams has been President he has slammed the sub-division with liens and foreclosures. He is doing nothing more than transferring wealth. While under him the law firm of Hinshaw, Sellers has reaped over $30,000 from our neighborhood while Anthony has collected on a whopping $2000 or $3000 - Way to go Anthony, pay someone a dollar to collect a dime. Maybe a college education should be mandatory for HOA Members. Here is how Anthony self-describes himself 'Coaching, Leading others to Victory, Investing in people, Faith and Learning.' Investing in people? Leading others to Victory? You told your wife to tell us we had the wrong phone number when we called.

we also put for a lengthy complaint about Hawthorne Management to our President Anthony Williams including an employee practicing law, divulging confidential information, copyright violations and much more. We never heard one word from Anthony.

Anthony, keep transferring all the wealth out of Chastain. Put more liens and more foreclosures so our home values drop under $100,000 then we can have rift-rafts move into the neighborhood bringing drugs, prostitution, crime, trash, vandalism. All of this under your reign, yet from 1999-2007 it was a nice peacefull place to live with a lien or foreclosure once in a blue moon even though there was a recession in 2001, an economic slowdown in 2003 and 2005.

Way to go Anthony Williams, your wife and son must be proud of you.
