California estate mandates regular smog control on cars. I receive the notification and look for a qualified tester to do it. I called in the morning to set up an appointment to smog my car and an appointment was given for that date at 4:00. Then I leave work earlier to have my car smogged. I get to the station earlier to check in my car. Fifteen minutes later I get a call from the station manager stating that they will not be able to smog the car because my tires are bold and it is unsafe. They offered to install new tires and then do the check up but I refused. This is all I need bait and switch. My advice: Do not waste any time in setting anything through this auto shop. You will save a lot of time and aggravation by going somewhere else.

Summary:
Service: Lousy, Customer respect: Lousy, Communication with customer: Lousy. I will never go there again.

smog test just one part of the test

In the state of Texas this test is called the state inspection test. In Texas the emissions text is only part of the inspection test. Stations doing this test check a number of things on the vehicle and bald tires will cause the vehicle to fail the test and as will any number of things, wiper blades, headlights, brake lights, etc. Most stations running these test in Texas can fail the vehicle and still charge the customer full price, but the customer has 15 days to go back, but if you fail a second time you are out the money and have to pay to get the test done again.

I see no rip off, except you were upset about your bald tires.

Directly from the FAQ of the CA Smog Check program.
http://www.smogcheck.ca.gov/80_BARResources/02_SmogCheck/Frequently_Asked_Questions_Part_1.html

Q: The technician says he cannot perform an ASM (dynamometer) smog test on my vehicle because the tires are worn out. Can he do that?

A: Yes, anytime the technician feels that the vehicle is not in good enough condition to safely complete a smog inspection, the technician should refuse to test the vehicle

So if your tires are bald the station has every right to refuse to do the smog check. No RipOff just bad maintenance on your part.
