Chile Pepper's Credit Card Fraud Malvern Arkansas
My son and i ate lunch at this restaurant, our bill was $30.49 I added $3.00 to the credit card bill as a tip. I checked online that evening and i was charged $36.59 that is $3.10 more then i authorized. Tried to call this restaurant the the cashier (probably the same one) hung up on me.

Until the charge actually posts to the account (~5 days after the transaction was made) you won't see the actual amount of the charge. What the restaurant did is run an authorization for the amount of your bill +20%. This is their way of insuring that there's sufficient available credit on your account (they're guessing that 20% is the most anybody would add as a tip).
The authorization caused the higher amount to be temporarily deducted from your available credit, but once the charge itself posts (4-5 days, usually), the difference will be put back.

Was the service bad? I'm not saying it's okay to steal, but not even leaving a 10% tip is really cheap and crappy.
