CIC Credit Monitoring Unauthorized charge of 79.95 causing two miscellaneous debits to bounce @33.00 ea.

On November 8, 2004 I saw a 79.95 charge on my Visa Debit Card. I immediately called the number shown on the debit explanation. I asked what the charge for for and was advised that I had requested credit monitoring.
I demanded that the charge be refunded to my account immediately. I was advised that I would get my credit within ten days.

Of course, I saw no credit and called again, questioning why I had not gotten the credit I demanded. Once again I was told that I would get the credit and still I wait.

I never authorized any deductions. I got a credit report back in September, and paid $9.95. I certainly didn't check any boxes that would give them cause to remove money from my account and the thought that they would use my card number for any reason other than the ones I authorized.

Because I was annoyed and loud the second time calling, the man had the nerve to tell me that he would hang up on me. I am still waiting for the money.
I had two miscellaneous debits to bounce because of their actions, and my bank charged me $33.00. How do I recover my loss?

I spoke with Grace the first time (#63100) and Lawrence the second, who didn't want to give his name less alone his badge number.

At what point is it theft?

I just got off the phone with CIC representative. I questioned if there was a mailing address (US POSTAL) because I wanted to write a letter to the organization. I was advised that the information canNOT be given out at this time.

I was told that the only contact that is Ok is through email ONLY. I questioned if they receive mail through US POSTAL and wanted that address.

I was asked the reason for asking for that information. When I said again I want to mail a letter to the organization. I was told that the EMAIL is the only source of contacting the organization other than telephone.

And further I was questioned why I could say whatever on the phone, or through email.

What kind of company is this that US Postal is not an acceptable
form of communication?

Plus I want the money that I never authorized these people to deduct from my checking account.

Who are they?????
