I'm sure she was planning on paying the exhorbitant state and federal taxes (forced on smokers by the n**i health zealots that are non-smokers). Why do you think she sought purchase outside the U.S?
Living in WA state I purchase my tobacco products (not cigarettes - which I don't smoke) from online companies out of NC and KY. Sure, I still pay federal taxes, but the state can kiss my a*s!
Yes, these same companies are required to report the sale to the respective orginating states, but most don't (I wouldn't buy from one that did) and it would be a big job. Then count the number of smokers that frequent Indian reservations to circumvent BOTH state and federal taxes - nothing illegal there. The government can keep increasing the taxes and more and more smokers (those that don't quit) will go elsewhere.
Are we breaking the law? Sure. We're breaking a law that is overly onerous to the part of the population that can least afford it and completely unfair to a minority.

You ordered cigarettes from PANAMA? Any time you send your money overseas to an unknown company, you run a major risk of being taken.
You do know that when you order cigarettes from overseas, you are responsible for paying the applicable state and federal taxes on those cigs. You did plan on reporting this to the government, and paying the appropriate fees, didn't you?
