I applied for loan to combine a mortgage with Freedom mortgage and a equity loan with CIT  into a Conventional. I paid $498 to get this loan.  I didn't feel comfortable about the loan so I canceled the loan.  I requested my refund but I have been blown off for almost a year.  I have called every CITI number that I have come across.  I only want my refund of $498.

Probably Not Refundable

There are situations in which the fee you pay for the loan refinance (GFE appraisal and other fees, etc...) become part of the cost of the new loan.  However, I would check your documentation because many loan refinances like yours have a clause in the contract expressly indicating if you decide to cancel the refinance process at any point, the fees you paid would be non-refundable.  In fact, this statement appears on a Citi document I looked at recently.

I understand being uncomfortable and sometimes the process can be very confusing because the numbers sometimes change through the process, by about 3%-5%.  Appraisals never come out to what you want them to be.  These sort of changes sometimes lead to initial denials and why the institution will refund at least a portion of the funds deposited.  However, cancelling the process pretty much denies you any access to amounts already deposited, which is why the institution puts that clause in their documentation.  It's their cost of starting the process and then having to end it.

Best of luck to you...
