Complaint Review: City of Los Angeles Parking Bureau

On JUly 6th 2012,  I parked my 1992 Dodge Dakota 4x4 pickup truck (non-commercial) with an attached 12-ft utility trailer(non-commercial) in front of my house in Highland Park. A parking enforcement Officer Drumgold came by my house at 8:00pm and wrote me a parking ticket for (Commercial Vehicle Over Time Limit). My Dakota pickup has a non-commercial license which starts with a number  not a letter. Officer Drumgold needs to read the vehicle code to understand which license numbers are commercial.

The violation section is MC80.69.2 He wrote on ticket *8 WHEELER/+22FT. (33.4FT.1/RSDENTL AREA-NO MIN. U/A N/A AF 1525 TAG#7887. To anyone who has a commercial vehicle the code reads:
SEC. 80.69.2. PARKING - COMMERCIAL VEHICLES. I guess I have a 8-wheeler vehicle. Never heard of such a thing. The truck has 4 tires and the trailer has 4 tires which must make up an 8-wheeler.

No person shall park or leave standing any commercial vehicle or any other vehicle exceeding 22 feet in length as measured from bumper to bumper, other than a house car, on any public street where a majority of the buildings situated on the property contiguous thereto is used for residential purposes, whether as single-family dwellings or as multi-family dwellings, nor shall any person park or leave standing any commercial vehicle for more than three (3) hours on any other public street, except that any vehicle regulated herein may park notwithstanding such prohibition or in excess of such time limitation:

 (1) While loading or unloading property, and additional time is necessary to complete such work; or
(2) When such vehicle is parked in connection with, and in aid of, the performance of a service to or on a property in the block in which such vehicle is parked, and additional time is necessary and reasonable to complete such service.
The provisions of this section shall not apply to trailers and semitrailers regulated by the provisions of Section 80.69.1 of this Code. As used in this section, the term commercial vehicle shall mean:
(1) a truck tractor; or
(2) a motor vehicle with commercial license plate; and
(A) exceeding 22 feet total length including bumpers, or
(B) 22 feet or less in length with the name of a business enterprise or establishment or a sign advertising a product or service painted, attached, or otherwise affixed on or to the exterior thereof.

So this is a pretty strict law that pertains to all commercial vehicles.  3 hour maximum parking on a city street including trucks & vans with magnetic advertising signs on them.

My complaint is that Parking Enforcement Officer Drumgold has nothing to do but to patrol residential neighborhoods looking for commercial violations at 8:00 the evening. It's possible that a complaint was called in. There is a self-appointeld neighborhood watch commander who is always in front of her house watching the neighborhood. Her name is Caroline who writes of the Boulevard Sentinel and she also has close connections with the Police Dept. 

It's a sad day when people can't even park in front of the own house without fear of a parking ticket. Many houses were built in the 50's with only one garage. So if you have 2 cars and don't use them regularly then anytime the parking enforcement officer can come by and cite you after 72 hours. So we live in fear in a Free Society that our car can be cited towed by the PARKING POLICE.

Have tried to reach the City of Los Angeles Parking Violation Bureau but the Supervisor is not in for a week.
