I received a ticket on Feb 28, 2011 for expired meter.   I paid the ticket on March 9, 2011.  Never heard a peep from the city until May 31, 2011 when I received a Delinquent Status from them saying I owed $86 in fees and penalties and $21 in collection on a $58 ticket.  I called, they said they did receive my payment, but they did not process the payment until April 18.  I had a copy of the check which also showed when it was sent in March. 

They said they do not honor post marking and they go by the day they open and process the payment.  WOW! what a scam.  So, if you mail your payment in they can put those payments in a stack and not process them for a month or two and intentionally make them late, thus charging you 200% in fees.  This is wrong and a scam.  He said that I should have walked my payment in and this would have not happened!  Sounds like the City of LA is practicing fraudulent behavior to me.  Do not mail in your payments, and your out of luck if you live out of the area like I do.

the only way to deal with fools is to ambush a city worker, or just vandalize city property.

Bet i's not. If not I'd contest it and MAKE them explain this theft to a Judge.
