Complaint Review: Clear Breeze Solutions

Very simply put, this company guaranteed to lower my interest rate on my credit card to help me get out of debt, for a fee of 990.00 If they were unable to do this, they guarantee a full refund. I have been fighting with this company since July 24, 2008. They did "promise" to give me a partial refund of 700.00 on Sept 30, 2008, but I have yet to see this either. They are impossible to reach by phone, have tried e-mailing, but no response. I try and call them at least once a day, but always get the same run around.
Please help.
