Clickinks.com Charged my debit card and never shipped order. Florida Internet

I wouldn't give this company a negative star! Still waiting for my order 3 weeks later.  I placed an order on 6/17/14 and as of today, 7/7/14, still have not received it.  The company charged my debit card the day after I placed the order, which is illegal to do.  A company CANNOT declare revenue until an order is shipped (I'm an accountant and I know these things!). I sent an email inquiring where my order was on 7/3/14 and was told there were items back-ordered and that my order would ship that day. 

I never received any notification of a back-order, none of my other items were shipped, and the order never shipped.  I called them again today to see if the order shipped.  It had not shipped.  I asked them to cancel the order.  I was told they will return my payment to my debit card and will get confirmation by email that the order was cancelled and the refund returned.
