Coast Commercial Bank has been reporting a fraudulent billing on my credit report. This account does not exist and they never sent me any documentation as proof. This negative item on my credit report has been preventing me from getting any credit.

If what you're saying is indeed true, there is an easy fix provided to you by federal law. You must initiate a dispute process with the credit reporting company (Equifax, Experian, etc) -- whoever they are. They have 30 days to verify the validity of the item. If the item is indeed invalid, it will be completely removed.
Note, if the item appears on the credit reports of more than one reporting agency, you must file a dispute with EACH AGENCY.
