Complaint Review: Colorado Tollway and E470 Express Tollway Online Payment Scam - Double Charging

Has anyone had troubles with Colorado's E-470 Public Highway Authority and ExpressToll? I received another late notice in the mail for about a $18.20 toll I am positive that was paid in the first place. I went online to check that my payment cleared before the due date and my bill jumped to $36.40. I thought maybe I owed more for some reason, so I payed the $36.40. The payment cleared, and showed I owed $72.80? Huh. Out of curiosity, I paid the $72.80. Bad idea. "Payment received. Thanks." Now my bill is $145.60!? Every time I pay, my bill doubles. Also note, I have never been on this highway more than once or twice with this particular vehicle since it broke down in the mountains, and I've been on Autopay. Almost positive "glitches" don't happen in 2018 and of course the operators are clueless. Am I getting bent over or is there more to this? Apparently there's a few dozen Ripoff Reports made about E470.
