Subject: [URGENT] REQUIRES IMMEDIATE ASSISTANCE
  Mr. Samuel,   Per our conversation yesterday, I would respectfully request again to have a meeting with Congresswoman Maxine Waters; as Ms. Blanca Jimenez has appeared to have engaged in collusion with the HUD Director Marcie Chavez as it relates to concerns about HUD-HACLA discriminatory practices towards me being a disabled veteran.   In fact, Ms. Blanca Jimenez told the HUD Director that I filed a disparaging complaint about her with you.

I am sure you would concur such malicious actions violate ever code of ethics and by the appearance shows a very disturbing pattern of collusion.  Subsequently after their conversation [Blanca and Marcie}, the HUD Director contacted the VA HUD-VASH coordinator and engaged in further civil rights violations including but not limited to threaten measures in attempts to prevent me from exercising constitutional rights. 

  Therefore, as I have previously stated, I have no desire to ever speak with Ms. Jimenez due her maltreatment towards me.  As a result of her bias and unethical actions Blanca has proven that she's unfit to handle this matter.  I look forward to hearing back from you regarding my meeting request with Congresswoman Waters. We can not continue to allow these type of actions to occur against veterans and wonder why there's a high homeless rate in LA County and within the veteran community.

These deplorable and appalling violations of civil rights are revealing and shows a very disturbing pattern by said individuals and agencies.  In closing, I am confident should you examine past complaints concerning HACLA and HUD, you will find similar complaints filed by constituents in your Los Angeles office; to further validate said actions aren't an isolated incident but a very disturbing pattern, environment and culture of discrimination.
