thanks to lola, catskill ny for helping me out. I too received a notification from Consumers Reward Program Lottery. The letter has a claim number of PD80641. It was for a one lump sum of $39,000, the letter says they sent a check of $3,900 to enable me to pay for the applicabe Tax. I was to call agents Grace winter or Ron Mercer @ 1-905-598-1259. That is a Canadian area code, and I couldn't get through. So after reading Ripoff Report I will not cash this check. Thank again.
