Any reductions due for changes or cancellations will be applied as credit for customer’s next booking. Credit will expire if not utilized within 180 days of issue. Changes made after 30 days prior to check-in will be subject to a 1 night room and tax penalty for each change made, plus any fees costs, and taxes charged by the hotel. In addition, should the entire reservation be cancelled you agree to pay a cancellation fee in the amount of 25% of the total cost of room accommodation. "The remaining balance of paid monies will then be applied as company credit. The credit is very flexible, and may be applied to any hotel stay or airfare booked through our company within 180 days of the credit issue date. You may refer to your signed credit card authorization form for any questions regarding the aforementioned terms and policies."

This is some of the versions of their changes/cancellation policy. They do no work and pressure to book now. They represent themselves as part of convention services handling hotel reservations.

I tried using my credit and the representative could only find two hotels to offer me in San Diego. Rates for both of the hotels were more than what was listed on the hotel's websites.

Do not use online contract signing. They will have you download Right Signature and walk you through filling out the reservation forms. You won't have a chance to review the cancellation policies.
