Marcia
most all car dealers have the big media in their pocket. They know that local newspapers and TV news stations will never do exposing stories on bad car dealers and their dirty tricks.
They are learning real fast that they can't keep the Rip Off Report under a big rug.
I The Great Thorn know deep down all car dealers have BIG FEAR of any from of government. Knowing this, I would send a "Printer friendly Version" of your Rip Off Report to the following GOVERNMENT AGENCIES.
This just might make your UN-Favorit car dealer send someone to your home with a refund check.
Marcia no car dealer wants to deal with any form of government if they can prevent it.
So send a "Printer friendly Version" of your Rip Off Report to the below listed. Doing this might cost you $5.00 or $10.00 bucks, but trust me it will make some waves.

Sending a copy to the above might make this dealer think long and REAL HARD about trying to find a way to keep a car buyer's money when there is no car deal.
After you print off a copy of your Rip Off Report, I would fax a copy to the car dealer. Here is their contact info.

My question to you is this.
If you went into this dealer and wrote a check to pay in full for a car and drove off with the car.
later this dealership finds out that your check was made of RUBBER, Would they want their car back ?
What in the HELL makes this dealer think that they have a right to keep your money?
If they had no car deal why would they think that they can keep your money.
If I were you, I would tell them to send a currier to your home or place of work with a GOOD check that you can cash RIGHT NOW and a check that has NO HOLD ON IT.
Who do they think they are?
